Official Representative Service for Overseas Manufacturers in Indonesia
Indonesia Representative Service helps Overseas Manufacturers fulfill local representation requirements when seeking certification and marketing certain products in Indonesia. Under various mandatory SNI regulations issued by the Ministry of Industry, the official term used for this function is Perwakilan Resmi, or Official Representative.
An Official Representative is more than a local address or contact. For certain products, this entity becomes a direct part of the foreign manufacturer’s compliance structure, covering formal appointment, trademark licensing, warehouses, SIINas, SNI Certificates, SPPT SNI, importer coordination, and certification maintenance.
For example, Minister of Industry Regulation No. 15 of 2025 defines an Official Representative as a legal business entity established and domiciled in Indonesia that functions as the representative of an Overseas Manufacturer in Indonesia. The regulation is currently in force and has applied since October 25, 2025. BPK Regulations Database
What Is Indonesia Representative Service?
Indonesia Representative Service is a representation service for foreign companies requiring an Indonesian legal entity to perform certain functions under applicable product regulations.
Terms such as Local Representative, Official Representative, Representative Company, and Indonesia Representative are commonly used in business communication. For mandatory SNI certification, however, companies need to follow the terminology and requirements established under the relevant product regulation.
Representative Service therefore cannot simply be treated as using an Indonesian address, distributor, or agent. The appointed party needs to satisfy the requirements applicable to the product being certified.
When Does an Overseas Manufacturer Need Representative Service?
The need for an Official Representative must be determined according to the product. Not every imported product requires the same representative structure, and the existence of an SNI standard does not automatically mean that mandatory SNI certification applies.
The first stage is to review the product type, function, trademark, HS code, factory location, relevant SNI standard, and regulation making that standard mandatory.
Product groups that currently clearly use an Official Representative for Overseas Manufacturers include lubricating oils, tires, motor vehicle wheels, and motor vehicle safety glass. Minister of Industry Regulation No. 8 of 2025 concerning lubricating oils and Minister of Industry Regulation No. 9 of 2025 concerning tires are both currently in force and have applied since July 24, 2025. Main Indonesia Representative Service Requirements
Detailed requirements differ according to the product. However, several elements frequently appear in mandatory SNI regulations:
- A legal entity established and domiciled in Indonesia.
- Formal appointment by the Overseas Manufacturer.
- A license to use and assume responsibility for the trademark.
- Control of a warehouse where required.
- An SIINas account and an appropriate importer structure.
For motor vehicle safety glass, for example, the Official Representative must be appointed by the Overseas Manufacturer, obtain a license for class 12 and/or class 19 trademarks, control a warehouse in the same or nearest regency/city to its registered location, be able to act as importer, and have an SIINas account. For lubricating oils, the overall structure is similar, although the applicable trademark is a class 4 lubricating oil trademark. The regulation also requires the Official Representative to control a warehouse, permits it to act as importer, and requires an SIINas account. BPK Regulations Database
Indonesia Representative Service for SNI Certification
Indonesia Representative Service becomes particularly important where a foreign product falls within mandatory SNI requirements and the manufacturer needs to undergo conformity assessment in Indonesia.
The Representative helps ensure that the legal and administrative structure is prepared before certification starts. This is important because information concerning the Overseas Manufacturer, factory location, trademark, Representative, warehouse, and importer may be interconnected within the certification application.
The Representative may also coordinate between the manufacturer, Product Certification Body, testing laboratory, and Indonesian government systems. However, Representative Service does not replace the manufacturer’s responsibilities for the product.
The manufacturer must still satisfy technical requirements, maintain appropriate production facilities, implement the required quality management system, and manufacture products conforming to the applicable SNI.
Indonesia Representative Service Process
Product and Regulatory Identification
The process begins with product identification. Information such as the product name, function, model, trademark, material, HS code, country of origin, and production location is used to determine whether mandatory SNI applies.
A regulatory assessment also determines whether an Official Representative is required, which documents need to be prepared, and which certification mechanism applies.
Appointment of the Official Representative
Where an Official Representative is required, the Overseas Manufacturer needs to appoint an Indonesian legal entity meeting the applicable requirements.
The required form of appointment documentation should be checked from the beginning because certain regulations establish specific formal requirements for the relationship between the manufacturer and its Representative.
Trademark and Warehouse Preparation
The trademark is important because various regulations require a license from the Overseas Manufacturer to the Official Representative.
Where a warehouse is mandatory, its location and evidence of control also need to be prepared before certification and importation begin.
For products such as motor vehicle safety glass and lubricating oils, warehouse control is expressly included within Official Representative requirements. BPK Regulations Database
SNI Certification Application
Once the Representative structure is ready, the SNI Certificate process can proceed according to the relevant product scheme.
Assessment may include document review, sampling, laboratory testing, and an audit of the production facility outside Indonesia.
The Representative coordinates the process in Indonesia, while the Overseas Manufacturer needs to ensure that the factory and products are ready for conformity assessment.
Certificate Issuance and SPPT SNI
If audit, testing, and evaluation results meet the requirements, the Product Certification Body may issue an SNI Certificate.
For imported lubricating oils, the SNI Certificate must also state the name and address of the Official Representative and the address of the Official Representative’s warehouse. BPK Regulations Database
After the SNI Certificate is obtained, certain products still require approval to use the SNI Mark in the form of SPPT SNI. For lubricating oils, SPPT SNI may be issued to the Official Representative and applications are submitted electronically through SIINas. BPK Regulations Database
Indonesia Representative Service and Importers
An Official Representative and an importer perform different functions.
The Official Representative represents the Overseas Manufacturer within the product certification and regulatory structure. An importer carries out importation activities according to applicable trade and licensing requirements.
For certain products, the Official Representative may also act as importer. In other circumstances, the Representative may appoint another importer according to the regulation.
For lubricating oils, for example, where the Official Representative does not act as importer, the regulation permits appointment of importers subject to the applicable limits and requirements. BPK Regulations Database
Therefore, an overseas manufacturer that already has an importer in Indonesia does not necessarily already satisfy the Official Representative requirement.
Indonesia Representative Service and Distributors
A distributor is also not automatically the same as an Official Representative.
A distributor primarily performs commercial distribution and sales functions, while the Official Representative has a regulatory relationship with the Overseas Manufacturer.
One company may perform several functions where legally permitted and appropriately licensed. However, before an existing distributor is appointed as Representative, the company should review its ability to satisfy trademark, warehouse, SIINas, importer, and certification requirements.
Indonesia Representative Service for Automotive Products
Representative Service is particularly relevant to the automotive sector because several products are subject to mandatory SNI requirements.
Tires are governed by Minister of Industry Regulation No. 9 of 2025. Vehicle wheels in categories M, N, O, and L are governed by Minister of Industry Regulation No. 71 of 2024. Motor vehicle safety glass is governed by Minister of Industry Regulation No. 15 of 2025, while lubricating oils are governed by Minister of Industry Regulation No. 8 of 2025. BPK Regulations Database
Although these regulations use similar Official Representative concepts, their requirements should not be treated as identical. Trademark classes, factory requirements, warehouses, importer structures, and documentation may differ.
Automotive parts manufacturers handling several product categories should therefore perform regulatory mapping for each product group before determining whether one Representative structure can support the entire portfolio.
Can One Representative Represent Multiple Manufacturers?
This depends on the product regulation.
For lubricating oils, one Overseas Manufacturer may appoint only one Official Representative. An Official Representative generally also represents only one manufacturer, although specific exceptions exist for qualifying corporate-group relationships. BPK Regulations Database
This requirement becomes particularly important where one corporate group operates several manufacturers or overseas production facilities.
Companies should not assume that one Representative may automatically be used for every related company simply because the trademarks or shareholders are connected.
Can an Indonesia Representative Be Replaced?
Replacement of an Official Representative needs to be considered carefully.
Under certain regulations, changing the Official Representative before the SNI Certificate expires can cause the certificate to be considered expired.
For lubricating oils, Minister of Industry Regulation No. 8 of 2025 expressly provides that where an Overseas Manufacturer changes its Official Representative before the SNI Certificate validity period ends, the SNI Certificate is considered to have expired. BPK Regulations Database
Minister of Industry Regulation No. 71 of 2024 concerning motor vehicle wheels similarly provides that one Overseas Manufacturer may appoint only one Official Representative and that replacement of the Representative before certificate expiry causes the SNI Certificate to expire. Peraturan.go.id
Representative Service should therefore be selected as part of a long-term compliance strategy rather than solely to complete initial certification.
Representative Responsibilities After Certificate Issuance
The Representative’s role may continue after the SNI Certificate is issued.
Products using type 5 certification may undergo surveillance while the certificate remains valid. The Representative may assist with audit coordination, sample testing, SPPT SNI, trademark changes, importer changes, warehouse updates, and other certification administration.
Indonesia Representative Service is therefore not always a one-time service. For certain products, the Representative remains part of the compliance structure while the products continue to be marketed in Indonesia.
Indonesia Representative Service Documents
The appropriate documentation must be determined according to the product regulation. In general, companies need to prepare Indonesian legal-entity documents, Representative appointment documentation, Overseas Manufacturer legality documents, trademark and licensing documentation, evidence of warehouse control, SIINas information, product lists, technical documentation, and importer information.
Certain overseas documents may also require translation or additional formalities according to regulatory and Product Certification Body requirements.
A document review should therefore be completed at the beginning of the project so that missing documentation can be identified before certification, testing, or audits are scheduled.
Indonesia Representative Service Cost
There is no single official tariff applicable to every Indonesia Representative Service arrangement.
Costs depend on the product and scope of responsibility. A service involving only administration has a different scope from one that also includes trademark licensing, warehouse arrangements, SIINas, importer coordination, SPPT SNI, surveillance, and certificate amendments.
Representative Service costs should also be separated from Product Certification Body fees, laboratory testing, factory audits, auditor travel, sample shipments, translation, document legalization, and importation expenses.
Cost estimates should therefore be prepared once the product, factory location, trademark, regulation, and importer structure have been identified.
Selecting Indonesia Representative Service
Representative selection should consider the company’s ability to perform regulatory responsibilities throughout the period in which the certificate is used.
The Representative should understand SNI certification, SIINas, trademark licensing, warehouse requirements, importer structures, audit processes, surveillance, and certificate amendments.
Relationship stability is also important because changing the Official Representative for certain products may cause the SNI Certificate to expire.
An appropriate Representative helps maintain consistency between the Overseas Manufacturer, trademarks, warehouses, importers, SNI Certificates, SPPT SNI, and products actually distributed in Indonesia.
Conclusion
Indonesia Representative Service helps Overseas Manufacturers fulfill Official Representative requirements for product certification and compliance in Indonesia.
Under various mandatory SNI regulations, the Representative may perform functions involving formal appointment, trademark licensing, warehouses, SIINas, SNI Certificates, SPPT SNI, importers, surveillance, and certification amendments.
These requirements must be reviewed according to the product. Lubricating oils, tires, motor vehicle wheels, and motor vehicle safety glass are examples of products currently using an Official Representative structure under mandatory SNI regulations for Overseas Manufacturers. BPK Regulations Database
Manufacturers should establish their Indonesia Representative Service before certification and commercial importation begin so that the manufacturer, trademark, warehouse, importer, SIINas, and certification structure are properly aligned from the beginning.
