Guide to Postel/DJID requirements for RC toys in Indonesia.

RC or remote control toys use wireless communication between a remote controller and the toy unit. Products such as RC cars, toy robots, boats, airplanes, helicopters, and other remote-controlled toys generally use transmitters and receivers to send and receive commands.

Because these products use radio communication, Postel/DJID Certification requirements need to be assessed based on operating frequency, transmission power, RF modules, antennas, and the overall wireless configuration. Do RC Toys Require Postel Certification?

The certification requirement cannot be determined solely because a product is categorized as an RC toy.

The radio system needs to be assessed. Two toys with similar designs and functions may use different frequencies, transmission power levels, or RF modules and therefore may have different technical requirements.

Information normally reviewed includes:

  1. Operating frequency.
  2. Frequency range.
  3. Transmission power.
  4. Transmitter and receiver.
  5. RF module.
  6. Antenna.
  7. Channel and bandwidth.
  8. Modulation.
  9. Product brand and type.

A technical assessment should therefore be conducted before importation or marketing.

Frequency of RC Toys

Frequency is one of the main parameters in an RC toy assessment.

The remote controller sends radio signals at a particular operating frequency to the receiver installed in the toy. Frequency information may be found in the product datasheet, controller datasheet, RF module datasheet, manual, or test report.

Important information includes:

  1. Operating frequency.
  2. Frequency range.
  3. Channel.
  4. Channel spacing.
  5. Bandwidth.
  6. Modulation.

The actual product frequency should therefore be compared with the applicable spectrum and technical requirements.

Transmission Power of RC Toys

Transmission power indicates the level of radio power used by the transmitter when sending a signal.

Technical documents may describe it as:

  1. Transmit power.
  2. RF output power.
  3. Maximum output power.
  4. Conducted power.
  5. Radiated power.

Low transmission power does not automatically exempt an RC toy from Postel Certification.

Regulation Number 3 of 2024 contains specific provisions for certain equipment or devices with telecommunications features using transmission power below 10 mW and only one identical telecommunications feature. These provisions should not be treated as a general exemption for all low-power RC toys.

Remote Controllers and Receivers

The remote controller is an important part of the assessment because it generally functions as the transmitter.

The receiver installed in the toy receives the radio signal and converts it into commands such as moving forward, reversing, steering, ascending, descending, or operating other functions.

Information that should generally be prepared for the remote controller includes:

  1. Controller photos.
  2. Brand and model.
  3. Operating frequency.
  4. Transmission power.
  5. RF module.
  6. Antenna.
  7. Number of channels.
  8. Datasheet or technical specifications.

Reviewing the controller and the toy unit together helps identify the complete communication configuration.

RC Toys and Short Range Devices

Some RC toys use short-range radio communication and may be related to the Short Range Device or SRD category.

Minister of Communication and Informatics Decision Number 260 of 2024 establishes Technical Standards for Short Range Devices. Postel

However, short-range operation does not automatically mean that the product is exempt from Postel Certification.

Frequency, transmission power, radio modules, communication functions, and product configuration still need to be assessed.

RC Toys with Bluetooth or WiFi

Some RC toys include more than one wireless technology.

In addition to conventional RF remote control, a product may use Bluetooth for smartphone connectivity or WiFi for applications, cameras, video streaming, and other data functions.

When multiple wireless technologies are present, the assessment should cover:

  1. Bluetooth or WiFi version.
  2. Frequency band.
  3. Transmission power.
  4. Wireless module.
  5. Antenna.
  6. Bandwidth.
  7. Function of each wireless technology.

For RLAN/WiFi, current spectrum and Technical Standard provisions include Minister of Communication and Digital Decision Number 12 of 2025. Postel

RC toys with Bluetooth or WiFi may therefore require a broader wireless assessment than products using only a single RF system.

Documents Required for RC Toy Postel Assessment

For an initial assessment, companies should generally prepare:

  1. Product photos.
  2. Remote controller photos.
  3. Brand and model.
  4. Product datasheet.
  5. Remote controller datasheet.
  6. RF module datasheet.
  7. Operating frequency.
  8. Transmission power.
  9. Antenna specifications.
  10. User manual.
  11. Country of manufacture.
  12. RF test report, if available.

These documents help identify the wireless characteristics, applicable Technical Standards, and testing and certification requirements.

If the main product datasheet does not contain complete RF information, additional module documentation or technical specifications should be requested from the manufacturer.

Is a Certified RF Module Sufficient?

Not necessarily.

An RF module certificate can serve as supporting documentation, but it does not automatically mean that the complete RC toy is exempt from assessment.

Module integration may involve:

  1. Antenna.
  2. Output power.
  3. Firmware.
  4. Enclosure.
  5. Frequency configuration.
  6. Additional wireless functions.

The module certificate and datasheet should therefore be compared with the final product configuration.

Can Several RC Toy Models Use One Certificate?

The possibility of covering several models under one Certificate depends on their technical similarities.

Similar color, body design, or appearance alone is not sufficient. The assessment should compare:

  1. Brand and type.
  2. RF module.
  3. Frequency.
  4. Transmission power.
  5. Antenna.
  6. Wireless functions.
  7. Country of manufacture.
  8. Transmitter and receiver configuration.

Model grouping should therefore be determined through a technical assessment.

Postel Certification Process for RC Toys

The process may generally include:

  1. Collecting product documentation.
  2. Assessing the wireless system.
  3. Reviewing the transmitter and receiver.
  4. Reviewing frequency and transmission power.
  5. Reviewing the RF module and antenna.
  6. Identifying applicable Technical Standards.
  7. Determining testing requirements.
  8. Preparing certification documents.
  9. Conducting testing when required.
  10. Submitting the DJID/SDPPI Certification application.
  11. Certificate issuance after all requirements are fulfilled.

Certification Validity and Postel Labeling

Under Regulation Number 3 of 2024, the Certificate itself does not have an expiration date. However, the Certificate holder may manufacture, assemble, or import the equipment or device for trade and/or use in Indonesia for up to three years from the Certificate issuance date. Continued activity after that period requires compliance based on testing and a new Certificate under the applicable provisions. JDIH Kemkomdigi

Certified products are also subject to labeling requirements. The label includes the Certificate number and PLG ID, QR Code, and warning sign. Where the equipment is too small, the regulation allows specific placement on the packaging or wrapper. JDIH Kemkomdigi

Importance of Assessment Before Importation

Pre-import assessment helps companies understand the requirements before RC toys are shipped to Indonesia.

This is important because products that look similar may use different RF modules, controllers, frequency ranges, or transmission power levels.

An initial assessment can help determine:

  1. DJID/SDPPI Certification requirements.
  2. Frequency and transmission power.
  3. Testing requirements.
  4. Required technical documents.
  5. Possibility of grouping several models.
  6. Labeling requirements.

Difference Between Postel Certification and Toy Certification

Postel Certification and toy product requirements are separate regulatory aspects.

Postel/DJID Certification relates to telecommunications and wireless functions incorporated into the device. Toy requirements relate to safety, quality, and other requirements applicable to the toy product category.

Postel Certification therefore does not replace toy safety or other applicable toy requirements. Likewise, compliance with toy requirements does not automatically replace telecommunications certification requirements for radio or wireless functions.
