Indonesia Authorized Importer

Authorized Importer Services for Overseas Manufacturers and Companies

Indonesia Authorized Importer is a commercial term used to describe an Indonesian company appointed by an Overseas Manufacturer and maintaining an appropriate regulatory structure to perform the Importer function in Indonesia. However, Authorized Importer is not a single universal import-licensing category under Indonesian regulations.
Within the general regulatory framework, the formal term is Importer. Minister of Trade Regulation No. 16 of 2025 concerning Import Policy and Regulation requires Importers to hold an NIB functioning as an API or Importer Identification Number. The regulation became effective on August 29, 2025 and has subsequently been amended, including through the second amendment under Minister of Trade Regulation No. 18 of 2026 effective June 4, 2026. Database Peraturan | JDIH BPK
The word “authorized” can therefore have two different meanings. First, the Indonesian company can be commercially appointed or authorized by the foreign manufacturer. Second, the company still needs the legal eligibility, NIB/API, Business Licensing, Customs Access, and product-specific approvals required to conduct importation.
A manufacturer appointment alone does not automatically authorize a company to import every category of product. Conversely, holding an NIB/API does not necessarily make a company an appropriate authorized importer for every product without satisfying product-specific requirements.

What Is Indonesia Authorized Importer?

Indonesia Authorized Importer can be understood as an Indonesian company that:

  1. Is appointed or approved by the manufacturer or brand owner.
  2. Meets Indonesian Importer requirements.
  3. Holds appropriate Business Licensing.
  4. Satisfies customs and import requirements.
  5. Satisfies product-specific requirements where applicable.
    From a commercial perspective, authorization can be documented through a Letter of Appointment, distribution agreement, importer appointment, or another contractual document.
    The format and authentication requirements are not universal and need to be assessed according to product category and regulator.

Authorized Importer Is Not a Universal License Name

One important distinction is that Indonesia does not have a single general “Authorized Importer License” automatically covering every type of product.
Minister of Trade Regulation No. 16 of 2025 uses terminology including Importer, NIB functioning as API, Import Business Licensing, Import Approvals, and other elements of the import framework. Database Peraturan | JDIH BPK
When an Overseas Manufacturer searches for an Indonesia Authorized Importer, the assessment should therefore focus on the actual legal capabilities of the Indonesian company.
A service description or wording in a commercial agreement cannot replace mandatory import licensing.

Why Does an Overseas Manufacturer Need an Authorized Importer?

An Overseas Manufacturer can require an authorized importer where it does not yet maintain its own Indonesian subsidiary or where its commercial structure intentionally uses an independent local entity.
This structure can be relevant where the company:

  1. Is entering the Indonesian market.
  2. Has not yet established its own local entity.
  3. Has a distributor but wants a separate importer.
  4. Wants to preserve regulatory control.
  5. Requires a recurring commercial import structure.
    An authorized importer can also support a market-entry phase before an Overseas Manufacturer makes a larger investment in Indonesia.
    The appointment should nevertheless follow regulatory assessment.

Manufacturer Authorization and Government Authorization Are Different

Manufacturer authorization is a contractual relationship between the foreign company and Indonesian company.
Government eligibility concerns whether the local company can perform the activity under Indonesian regulations.
These concepts should not be confused.
An Overseas Manufacturer can issue a Letter of Authorization, but the Indonesian company still needs appropriate NIB/API, Business Licensing, Customs Access, and relevant approvals.
Conversely, an Indonesian company meeting importer requirements does not automatically have commercial rights to use a trademark or represent a manufacturer if no appointment has been granted.
A compliant structure needs to address both sides.

Regulatory Assessment Before Appointing an Authorized Importer

Product regulatory assessment should occur before appointment.
Assessment commonly considers:

  • product name;
  • intended use;
  • technical specifications;
  • materials or ingredients;
  • models or variants;
  • HS code;
  • manufacturing site;
  • country of origin; and
  • existing certificates.
    The assessment establishes whether a general importer structure is sufficient or whether additional approvals, specified applicant qualifications, an Official Representative, or product registration are required.

Product Classification

A commercial name alone does not necessarily determine the regulatory pathway.
Products appearing commercially similar can have different intended uses, compositions, specifications, or claims and therefore receive different regulatory treatment.
Product classification supports identification of the regulator, HS code, certification, registration, and importer requirements.
An authorized importer should therefore be selected according to the actual product scope rather than experience with products that merely appear similar.

HS Code

HS classification is an important element of importer assessment.
The HS code can affect customs duties, import taxes, import restrictions, and other import requirements.
Classification should nevertheless be supported by technical information.
The Overseas Manufacturer should provide Technical Data Sheets, catalogues, material information, and sufficiently detailed product descriptions.
HS codes stated on Commercial Invoices, product approvals, supporting documents, and PIB should remain consistent.

NIB as API

Minister of Trade Regulation No. 16 of 2025 requires Importers to maintain an NIB functioning as an API. Under the regulation, the NIB serves as business-registration evidence and business identity, while API identifies the company as an Importer. Database Peraturan | JDIH BPK
Due diligence on an Indonesia Authorized Importer should therefore verify NIB/API.
NIB/API, however, represents only one layer of compliance.
Certain products can still require Import Approvals, Surveyor Reports, BPOM registrations, SNI certification, or other regulatory approvals.

Customs Access

The authorized importer also needs customs operational readiness.
Indonesia Customs explains that Importers and/or Exporters are treated as having completed Customs Registration after holding an NIB functioning as TDP, API, and Customs Access. Customs information is also integrated with NIB information in OSS and taxpayer data. Beacukai
Importer due diligence should therefore assess operational customs readiness in addition to company registration.
Company information also needs to remain current.

Business Licensing and OSS

Business Licensing is another area that needs to be reviewed.
Government Regulation No. 28 of 2025 currently governs Risk-Based Business Licensing. It became effective on June 5, 2025, revoked Government Regulation No. 5 of 2021, and covers Business Licensing, PB UMKU, OSS services, supervision, evaluation, and sanctions. Database Peraturan | JDIH BPK
The authorized importer therefore needs Business Licensing appropriate to its actual activities.
Simply holding an Indonesian company and NIB does not necessarily make an entity appropriate for every import project.

KBLI and the Authorized Importer

KBLI identifies the business activities conducted by an Indonesian company.
Where the authorized importer will conduct importation, wholesale trading, warehousing, distribution, or other activities, its business structure should support those functions.
For regulated products, applicant eligibility can also depend on business activities and licensing.
Assessment should therefore review:

  1. Legal entity.
  2. NIB.
  3. KBLI.
  4. Business Licensing.
  5. PB UMKU where relevant.
  6. Product-specific eligibility.

Can One Authorized Importer Import Every Product?

Not necessarily.
Indonesia maintains several sector-specific import policies in addition to the general framework.
For example, separate policies regulate specified chemical and hazardous-material categories and certain industrial goods including iron or steel, tires, ceramics, glass, downstream plastics, and other categories. Database Peraturan | JDIH BPK
The ability to import one product category therefore does not automatically establish eligibility for another.
Importer eligibility needs to be assessed against the actual goods.

Import Approval

Specified products can require an Import Approval or another authorization before commercial shipment.
Minister of Trade Regulation No. 18 of 2026, the second amendment to Regulation No. 16 of 2025, amended provisions involving Import Business Licensing applications, changes to licensing, extensions of Import Approvals, Surveyor Reports, Import Customs Declaration documentation, import-realization reporting, and administrative sanctions. Database Peraturan | JDIH BPK
The authorized importer needs to identify whether the product requires these approvals and ensure that applicable approvals are available before shipment.

Surveyor Reports

Certain categories can require Verification or Technical Inspection and a Surveyor Report.
The requirement is not universal.
Where required, exporter and importer information needs to remain consistent concerning product descriptions, HS codes, quantities, models, country of origin, and shipment information.
Regulation No. 18 of 2026 also covers changes relating to Surveyor Reports and Import Customs Declaration documents. Database Peraturan | JDIH BPK
Pre-shipment coordination is therefore an important component of importer services.

Product Approval and Importer Approval Are Different

An eligible importer does not automatically mean that the product itself is ready for market entry.
A company can maintain NIB/API and Customs Access while the product still requires:

  • SNI certification;
  • BPOM registration;
  • laboratory testing;
  • technical approval;
  • labeling compliance; or
  • sector-specific authorization.
    The market-entry roadmap should therefore have separate importer readiness and product readiness workstreams.
    Commercial shipment should follow completion of both where required.

SNI and Indonesia Authorized Importer

Certain industrial products can be subject to Mandatory SNI.
The existence of an SNI does not itself make certification mandatory. Mandatory status arises when the government imposes that SNI through the applicable regulation.
BBSPJIKKP explains that both Mandatory and Voluntary SNI schemes exist. Applications for Ministry of Industry Mandatory SNI products are submitted through SIINas. Kemenperin
An authorized importer does not replace LSPro, laboratories, SNI Certificates, or SPPT SNI requirements imposed under product-specific regulations.

LSPro and Laboratory Testing

Where SNI certification is mandatory, conformity assessment is conducted through an LSPro or Lembaga Sertifikasi Produk / Product Certification Body holding the appropriate scope.
BBSPJIKKP explains that product certification is a conformity-assessment process intended to confirm that companies maintain appropriate quality systems and can consistently manufacture products satisfying applicable standards. Kemenperin
Testing Laboratories perform a different role from the Importer and LSPro.
The authorized importer can support the Indonesian structure, but the certification decision remains with the conformity-assessment body.

BPOM and Indonesia Authorized Importer

Products supervised by BPOM can have category-specific applicant and importer requirements.
There is no single structure applicable to all BPOM categories.
For imported processed food, for example, BPOM identifies company-level requirements including an OSS-RBA NIB, Business Licensing corresponding with KBLI, PB UMKU relating to SMKPO, a Letter of Appointment or LOA, and GMP/HACCP or comparable documentation from the overseas manufacturing facility. Direktorat Registrasi Pangan Olahan
This demonstrates that manufacturer authorization through an LOA can be required in a particular scheme while still operating alongside—not replacing—licensing and product-registration requirements.

Letter of Appointment

A Letter of Appointment can demonstrate that the Indonesian company has been appointed by a manufacturer or brand owner.
The document can identify:

  1. Manufacturer.
  2. Authorized company.
  3. Products or brands covered.
  4. Territory.
  5. Granted authority.
  6. Validity period.
    There is no universal format.
    For imported processed food, for example, BPOM maintains specific requirements for the appointment document and acceptable authentication. Direktorat Registrasi Pangan Olahan
    Other product categories can use different requirements or may not require an LOA.

Authorized Importer and Product Registration Holder

The authorized importer does not automatically need to hold every product approval.
The Overseas Manufacturer should identify:

  1. The legal Importer.
  2. Registration applicant.
  3. Registration holder.
  4. Distributor.
  5. Regulator-account controller.
    One legal entity can perform several functions under some structures.
    Regulatory ownership should nevertheless be considered before the arrangement is established.

Regulatory Ownership

Regulatory ownership is strategically important to an Overseas Manufacturer.
Where the authorized importer also holds all product registrations, the manufacturer should understand what happens when the relationship ends.
Important questions include:

  • whether approvals can be transferred;
  • who manages renewal;
  • who controls regulator-account access;
  • whether changing the Importer requires amendments;
  • whether packaging needs modification; and
  • who holds original regulatory records.
    Exit arrangements should ideally be agreed before applications are filed.

Authorized Importer and Distributor

An authorized importer and authorized distributor do not necessarily perform the same function.
The Importer manages importation and customs-related compliance.
The distributor normally manages commercial functions including:

  • sales;
  • channel management;
  • customer development;
  • domestic distribution; and
  • marketing.
    One entity can perform both functions where licensing and regulations permit.
    Separating Importer and distributor functions can also provide commercial flexibility.

Authorized Importer and Official Representative

An Official Representative or Perwakilan Resmi is also a different role.
Certain product-specific regulations use an Official Representative structure for Overseas Manufacturers.
Under some regulatory schemes, the Official Representative can also perform or coordinate importer functions. Under others, the Importer can be a separate entity where permitted.
Authorized Importer should therefore not automatically be treated as synonymous with Official Representative.
The product-specific regulation remains decisive.

Authorized Importer and Importer of Record Indonesia

Indonesia Authorized Importer and Importer of Record Indonesia can overlap.
Authorized Importer emphasizes commercial appointment or authorization from the manufacturer.
Importer of Record emphasizes the entity acting as Importer for the shipment and customs process.
One entity can perform both functions.
The regulatory assessment still needs to establish whether that entity is legally eligible for the actual goods.

Authorized Importer and Local Importer Indonesia

Local Importer Indonesia is a broader term for an Indonesian company performing importer activities.
Authorized Importer adds manufacturer or brand-owner appointment.
Not every local importer is an authorized importer for a specific brand.
Conversely, a company receiving manufacturer authorization still cannot conduct importation without satisfying legal importer requirements.

Authorized Importer and Freight Forwarder

A freight forwarder manages logistics and transportation.
This is different from the legal Importer role.
An Overseas Manufacturer should know:

  1. Who is the Importer.
  2. Who is the freight forwarder.
  3. Who is the PPJK.
  4. Who is the distributor.
    Using a logistics provider does not automatically make that company an authorized importer.

Authorized Importer and PPJK

A PPJK or customs broker can support customs-clearance procedures based on authorization.
The Importer and PPJK nevertheless perform different roles.
Indonesia Customs’ Customs Registration guidance separately addresses Importers/Exporters and PPJK or other service users. Beacukai
A customs broker is therefore not automatically the authorized importer.

PIB in Indonesia Authorized Importer

The Pemberitahuan Impor Barang or PIB is a principal document for Imports for Use.
Indonesia Customs explains that the Importer prepares the PIB using Supporting Customs Documents. Supporting records can include invoices, Packing Lists, Bills of Lading or Air Waybills, product-identification documents, and documents demonstrating compliance with import requirements. Beacukai
The authorized importer needs to ensure that this information corresponds with the actual shipment.

Commercial Invoice

The Commercial Invoice needs to reflect the actual transaction.
It commonly includes the seller, buyer, description, quantity, unit price, total value, currency, and commercial terms.
Product descriptions should not be so generic that the goods cannot be properly identified.
The authorized importer should conduct document review before shipment so the Invoice corresponds with product approvals and customs classification.

Packing List

The Packing List explains packaging and shipment quantities.
Information can include cartons, pallets, gross weight, net weight, dimensions, models, and quantities.
For regulated products, models and variants should be checked against the approved scope.
Unapproved models should not be included merely because they belong to the same commercial product family.

Bill of Lading or Air Waybill

Sea shipments generally use a Bill of Lading, while air shipments use an Air Waybill.
Consignee, Importer, shipper, and shipment data should correspond with the commercial and regulatory structure.
Changing the authorized importer after transportation documents have been issued can create additional complexity.
Where the Importer also appears in product approvals, regulatory amendments can also be required.

Certificate of Origin

A Certificate of Origin can demonstrate product origin and support preferential tariff treatment where applicable rules of origin are satisfied.
Country of shipment is not necessarily the same as country of origin.
The authorized importer needs to ensure that origin documentation corresponds with the manufacturer, HS classification, Invoice, and actual shipment.
Preferential tariffs should only be used where substantive origin requirements are satisfied.

Customs Duties and Import Taxes

For Imports for Use, the Importer has responsibilities for applicable import payments.
Indonesia Customs states that Importer obligations include submitting release documentation, paying applicable Customs Duty, Excise and import taxes, and satisfying prohibitions and restrictions. Beacukai
The commercial agreement between the manufacturer and authorized importer can establish which party ultimately bears those costs.
Customs obligations nevertheless need to be handled through the applicable Importer structure.

Customs Clearance

The authorized importer performs or coordinates customs clearance when cargo arrives.
The PIB is submitted, supporting documentation is reviewed, duties and taxes are settled, and prohibitions and restrictions are verified.
Customs procedures can also include document review or physical inspection based on risk management. Indonesia Customs explains that Imports for Use are examined selectively and can follow Red or Green channels. Beacukai
The authorized importer therefore needs operational capabilities rather than only corporate documentation.

Pre-Shipment Compliance Review

Companies should conduct a final review before shipment.
The checklist can include:

  1. Importer eligibility.
  2. Manufacturer authorization.
  3. NIB/API and Customs Access.
  4. Import Approvals where required.
  5. Product approvals where required.
  6. Shipping-document consistency.
  7. Compliance with prohibitions and restrictions.
    This allows problems to be identified while cargo remains at origin and can still be corrected more easily.

Do Not Ship Merely Because the Importer Is Ready

Importer readiness does not mean that every market-entry requirement has been completed.
Regulated products can still be undergoing certification or registration.
Shipping too early can increase the risk of storage charges, customs delays, demurrage, relabeling, or re-export.
Shipment dates should therefore reflect combined readiness across product approvals, importer structure, labels, and shipping documentation.

Sample Importation

Samples can be required for testing, certification, registration, exhibitions, or market evaluation.
Sample importation nevertheless needs to be assessed separately from commercial shipment.
Certain certification schemes can use formal sampling procedures.
Manufacturers should therefore establish whether independently shipped samples can be used for official testing before shipment.

Labeling and the Authorized Importer

Certain product categories can require importer, distributor, registration-holder, or local responsible-party information on the label.
The authorized importer should therefore be established before Indonesian artwork is mass printed where local-party information needs to appear.
Label review can include:

  1. Local company name.
  2. Address.
  3. Bahasa Indonesia requirements.
  4. Registration information.
  5. Certification marks.
  6. Mandatory warnings.
    Changing the importer after packaging has been produced can result in relabeling.

Authorized Importer for BPOM Products

For BPOM-regulated products, applicant eligibility needs category-specific assessment.
Imported processed food provides a clear example where company-level requirements can involve NIB, relevant Business Licensing, SMKPO, manufacturer appointment through an LOA, and GMP/HACCP or equivalent manufacturing documentation. Direktorat Registrasi Pangan Olahan
Other BPOM categories can use different structures.
An authorized importer appropriate for food cannot therefore automatically be used under the same structure for cosmetics, supplements, or medicines.

Authorized Importer for SNI Products

For Mandatory SNI products, the importer structure needs to be reviewed together with the product-specific regulation.
SNI certification itself is not performed by the Importer but through the applicable conformity-assessment process and LSPro.
Ministry of Industry Mandatory SNI products use SIINas within the certification process. Kemenperin
Certain product regulations can also contain specific rules for Overseas Manufacturers, Official Representatives, Importers, warehouses, and applicants.
A generic authorized-importer structure should therefore not be applied without regulatory review.

Authorized Importer for Multiple Products

An Overseas Manufacturer managing multiple product lines should develop a regulatory map.
The map can include:

  1. Product.
  2. HS code.
  3. Regulator.
  4. Import requirements.
  5. Product approval.
  6. Proposed authorized importer.
  7. Distributor.
    One Importer can satisfy the requirements for part of a portfolio without necessarily being suitable for every category.

Authorized Importer for Multiple Models

A product family can contain multiple models.
Where approvals are model-specific, the authorized importer needs to ensure only approved models are shipped.
Model numbers appearing on Invoices, Packing Lists, registrations, certificates, labels, and actual goods should remain consistent.
Model mapping before commercial shipment can reduce regulatory discrepancies.

Authorized Importer for Multiple Manufacturing Sites

A multinational manufacturer can operate several factories.
Certain approvals can be connected with a specified manufacturing site.
The authorized importer needs to know the production location for each shipment.
Where supply moves from one factory to another, a regulatory impact assessment should be performed before the next shipment.

Warehousing and Local Distribution

After customs release, goods enter the local distribution chain.
Products can move to an Importer’s warehouse, distributor, or customer depending on the commercial and regulatory structure.
Certain product-specific regulations can also impose warehouse or storage requirements.
Authorized-importer assessment should therefore consider warehousing capability, traceability, and distribution records where relevant.

Product Traceability

The authorized importer should maintain records connecting shipments with actual goods.
Records can include:

  1. Invoice references.
  2. PIB references.
  3. Batch or lot numbers.
  4. Serial numbers.
  5. Manufacturing sites.
  6. Distribution destinations.
    Traceability supports responses to customs queries, regulator inspections, complaints, nonconformities, and recalls.

Post-Import Compliance

Compliance does not end merely because goods have cleared customs.
Product approvals can involve renewals, surveillance, reporting, labeling, distribution, storage, or post-market obligations.
The manufacturer and authorized importer should establish responsibilities in writing.
This is particularly important where the Importer differs from the product-registration holder or distributor.

Authorized Importer for Recurring Imports

Recurring commercial shipments require ongoing management of the importer arrangement.
Companies need to monitor:

  • NIB/API and Business Licensing;
  • Customs Access;
  • Import Approvals;
  • product-registration validity;
  • certification validity;
  • customs classifications;
  • reporting requirements; and
  • regulatory changes.
    Regulation No. 18 of 2026 also amended import-realization reporting and administrative-sanction provisions within the import framework. Database Peraturan | JDIH BPK
    Ongoing monitoring is therefore a key component of importer services.

Changing the Authorized Importer

Changing the importer can have regulatory consequences.
Importer information can appear in product registrations, labels, Import Approvals, distribution arrangements, or regulator accounts.
Before changing the Importer, manufacturers should determine whether the change requires:

  • amendments;
  • notifications;
  • label updates;
  • regulator-account updates; or
  • new applications.
    The authorized importer should therefore be selected with long-term continuity in mind.

Temporary Authorized Importer

An Overseas Manufacturer can use a temporary local importer before its own subsidiary becomes operational where the regulatory framework permits.
A transition mechanism should be designed from the beginning.
Companies need to establish:

  1. Who holds approvals.
  2. Who controls regulatory data.
  3. Who controls customer relationships.
  4. How inventory will transfer.
  5. How the Importer will change.
  6. Whether labels need modification.
    An unplanned transition can lead to duplicated regulatory work.

Exclusive and Non-Exclusive Authorized Importer

Exclusive or non-exclusive status is generally a commercial arrangement unless a product-specific regulation imposes a particular structure.
An Overseas Manufacturer can establish territorial or product-specific exclusivity contractually.
Commercial exclusivity does not, however, change government licensing requirements.
The manufacturer should clearly distinguish:

  • commercial exclusivity;
  • trademark authority;
  • importer appointment;
  • product-registration ownership; and
  • regulatory responsibility.

Regulatory Monitoring

Import regulations can change.
Minister of Trade Regulation No. 16 of 2025 remains an important part of the general import framework and has been amended by Regulation No. 37 of 2025 and subsequently through the second amendment under Regulation No. 18 of 2026. Database Peraturan | JDIH BPK
Monitoring should cover:

  • general import rules;
  • sector-specific import policies;
  • customs;
  • product registration;
  • certification;
  • importer reporting; and
  • local-party requirements.
    An authorized importer supporting recurring imports needs to remain compliant with current requirements.

Regulatory Gap Analysis

Before appointment and first shipment, companies should conduct a gap analysis.
Potential gaps include:

  • proposed Importer not eligible;
  • unsuitable NIB/API;
  • Customs Access not ready;
  • unsuitable Business Licensing;
  • manufacturer appointment not yet available;
  • Import Approval not ready;
  • product registration incomplete;
  • Mandatory SNI certification incomplete; or
  • label artwork not finalized.
    The identified gaps can then be converted into an action plan before shipment.

Initial Documents for Authorized Importer Assessment

An Overseas Manufacturer can prepare:

  • Product Catalogue.
  • Technical Data Sheet.
  • Current HS code.
  • Product composition where relevant.
  • Manufacturing-site information.
  • Country of Origin.
  • Existing certificates.
  • Existing Indonesian registrations.
  • Draft Commercial Invoice.
  • Proposed appointment structure.
    These documents support assessment of whether the proposed importer is appropriate.

Indonesia Authorized Importer Due Diligence

Due diligence should involve more than checking the company deed and profile.
Assessment should cover:

  1. NIB/API.
  2. Customs Access.
  3. KBLI and Business Licensing.
  4. Relevant product-category experience.
  5. Product-specific approval capability.
  6. Regulatory ownership.
  7. Exit mechanisms.
    An Importer can hold valid corporate documentation while still lacking adequate operational capabilities.

Indonesia Authorized Importer Roadmap

A project can generally follow five stages:

  1. Product classification and regulatory assessment.
  2. Authorized-importer eligibility and appointment structure.
  3. Product and import-approval preparation.
  4. Pre-shipment documentation and customs preparation.
  5. Customs clearance and post-import compliance.
    For regulated products, mandatory approvals should generally become dependencies before commercial shipment.
    The roadmap also helps allocate responsibilities among the Overseas Manufacturer, Importer, distributor, consultant, PPJK, LSPro, laboratory, and regulator.

Indonesia Authorized Importer Timeline

There is no single timeline applicable to every product category.
Where goods have limited regulatory requirements, importer setup can be relatively straightforward.
Regulated products can require additional time for:

  • SNI certification;
  • BPOM registration;
  • Import Approvals;
  • laboratory testing;
  • Surveyor procedures;
  • Official Representative arrangements; or
  • labeling.
    Importer appointment therefore does not mean cargo is immediately ready for shipment.

Indonesia Authorized Importer Cost

Costs can include several components:

  • importer-service fees;
  • regulatory assessment;
  • product registration;
  • certification;
  • laboratory testing;
  • Import Approvals;
  • customs brokerage;
  • freight;
  • customs duties and import taxes;
  • warehousing; and
  • local delivery.
    Importer-service fees should be separated from government duties, taxes, freight, and third-party expenses to provide a transparent landed-cost calculation.

Risks of Selecting the Wrong Authorized Importer

An unsuitable Importer can cause:

  • cargo delays;
  • incorrect import licensing;
  • missing product approvals;
  • customs discrepancies;
  • unexpected storage costs;
  • regulatory-ownership problems;
  • difficulty changing distributors; or
  • excessive dependency on a local partner.
    The largest risk may not be the first shipment but the manufacturer’s ability to exit the arrangement when its commercial strategy changes.

Common Indonesia Authorized Importer Mistakes

Common mistakes include:

  • assuming a Letter of Appointment is sufficient for importation;
  • assuming every NIB/API can be used for every product;
  • failing to classify the product;
  • treating the Importer and distributor as the same role;
  • treating the Importer as automatically equivalent to the Official Representative;
  • shipping before product approvals are ready;
  • transferring regulatory ownership without an exit mechanism; and
  • selecting the Importer after packaging has already been printed.
    Regulatory assessment before appointment can reduce these risks.

Benefits of Indonesia Authorized Importer Services

Indonesia Authorized Importer services can support Overseas Manufacturers in developing a more structured local import arrangement.
Benefits can include:

  1. Importer-eligibility assessment.
  2. Manufacturer-appointment structure.
  3. Integration of import and product compliance.
  4. Pre-shipment documentation review.
  5. Regulatory-ownership planning.
  6. Support for recurring commercial imports.
    The service does not replace regulators, LSPro, Testing Laboratories, BPOM, or other mandatory approvals.

How to Select an Indonesia Authorized Importer

An authorized importer should be selected according to regulatory fit and operational capability rather than service fees alone.
Companies should review:

  1. NIB/API and Customs Access.
  2. KBLI and Business Licensing.
  3. Product-category experience.
  4. Ability to maintain product compliance.
  5. Customs-document capabilities.
  6. Regulatory ownership.
  7. Exit arrangements.
    An Overseas Manufacturer should also have transparency concerning PPJK, distributors, warehousing, payment of duties, product registrations, and post-import responsibilities.

Conclusion

Indonesia Authorized Importer is a commercial term for an Indonesian company appointed by a manufacturer or brand owner and maintaining the legal eligibility required to perform the Importer function under applicable Indonesian regulations.
Within Indonesia’s general import framework, the formal term is Importer. Minister of Trade Regulation No. 16 of 2025 requires Importers to hold an NIB functioning as an API, while the framework has subsequently been amended, including through Minister of Trade Regulation No. 18 of 2026 effective June 4, 2026. Database Peraturan | JDIH BPK
From the customs perspective, Importers and/or Exporters are treated as satisfying Customs Registration requirements after holding an NIB functioning as TDP, API, and Customs Access. Beacukai
For Imports for Use, Importers generally need to submit release documentation such as PIB, pay applicable Customs Duty, Excise and import taxes, and satisfy applicable prohibitions and restrictions. Beacukai
Manufacturer authorization itself does not replace regulatory eligibility. Imported processed food provides an example where an LOA can form part of the requirements but operates together with NIB, Business Licensing, SMKPO, and manufacturing-quality documentation. Direktorat Registrasi Pangan Olahan
By establishing product regulatory assessment, importer due diligence, manufacturer appointment, product-approval planning, and clear regulatory ownership from the beginning, an Overseas Manufacturer can develop an Indonesia Authorized Importer structure suitable for both initial shipments and long-term market access.
