DJID/SDPPI certification services for wireless and remote control toy trucks in Indonesia.
Toy trucks increasingly incorporate RF remote controls, Bluetooth, WiFi, or other wireless technologies to control movement, steering, lighting, sound, dump bodies, cranes, and other interactive functions.
Where a toy truck incorporates radio communication, its Postel/DJID Certification requirements should be assessed based on operating frequency, transmission power, transmitters, receivers, RF modules, antennas, and the complete wireless configuration.
Indonesia’s principal certification framework remains Minister of Communication and Informatics Regulation Number 3 of 2024. The regulation is currently in force and repealed Regulation Number 16 of 2018. JDIH Kemkomdigi
Do Toy Trucks Require Postel Certification?
Not every toy truck has the same telecommunications characteristics.
A basic electric toy truck using only batteries, motors, lights, sounds, or local switches is technically different from a truck controlled through a wireless remote or smartphone.
A Postel assessment becomes relevant where the toy contains an RF transmitter, Bluetooth, WiFi, or another active wireless communication function.
The certification requirement should therefore be determined from the actual technical specifications rather than descriptions such as “RC truck” or “wireless truck.”
Remote Control Toy Trucks
A remote control toy truck normally uses a controller that transmits radio commands to a receiver installed inside the toy.
The radio link may control forward and reverse movement, steering, lights, sounds, and additional mechanical functions.
A dump truck may use the controller to raise and lower its bed, while a crane truck may use wireless commands to operate the crane.
The toy truck and its remote controller should therefore be reviewed as one complete communication system.
Transmitter and Receiver Assessment
The remote controller generally acts as the primary transmitter while the truck contains the receiver.
Some more advanced products may use bidirectional communication, meaning the truck itself can also transmit radio signals.
The assessment should identify the transmitter, receiver, RF chipset or module, operating frequency, transmission power, modulation, and antenna configuration.
This information is normally available from product specifications, controller datasheets, wireless-module documentation, block diagrams, or RF test reports.
Operating Frequency
Operating frequency is one of the main parameters in a Postel assessment.
Manufacturers may use different wireless configurations in products that look almost identical.
Indonesia’s class-license spectrum framework is based on Regulation Number 2 of 2023 as amended by Minister of Communication and Digital Regulation Number 2 of 2025, which remains in force. JDIH Kemkomdigi
The exact frequency range, output power, bandwidth, and radio characteristics should therefore be confirmed from technical documentation rather than only from packaging descriptions.
Toy Trucks and Short Range Devices
Many remote-controlled toys use relatively short-range radio communication and may fall within technical categories associated with Short Range Devices.
Minister of Communication and Informatics Decision Number 260 of 2024 on Short Range Device Technical Standards continues to be listed in DJID’s current regulatory database. Postel
However, short communication range does not create a general exemption from Postel Certification.
Operating frequency, output power, modulation, bandwidth, antenna characteristics, and radio functions still need to be reviewed.
Toy Trucks with Bluetooth
Some smart toy trucks use Bluetooth for smartphone or tablet connectivity.
Bluetooth may provide application control, pairing, configuration, or other interactive features.
Where Bluetooth is incorporated into the product, the assessment should identify the Bluetooth version, wireless module, operating frequency, transmission power, antenna, and final implementation.
If the toy uses Bluetooth together with a proprietary RF remote controller, both radio functions should be included in the assessment.
Decision Number 260 of 2024 continues to be listed as an official Technical Standard for Short Range Devices. Postel
Toy Trucks with WiFi
Certain smart toys or camera-equipped vehicles may also incorporate WiFi.
WiFi may be used for video transmission, application connectivity, or other data functions while a separate RF link controls movement.
For RLAN/WiFi equipment, Minister of Communication and Digital Decision Number 12 of 2025 on class-licensed spectrum and Radio Local Area Network Technical Standards is currently in force. JDIH Kemkomdigi
Where RF remote control, Bluetooth, and WiFi are all present, every enabled radio function should be identified.
Does Low Transmission Power Mean an Exemption?
Not automatically.
Regulation Number 3 of 2024 contains a specific provision for certain other equipment incorporating a telecommunications feature below 10 mW and only one identical telecommunications feature.
Where all applicable conditions are satisfied, one Certificate may cover more than one qualifying variant. JDIH Kemkomdigi
This provision concerns variant coverage under a Certificate and should not be interpreted as a general exemption for every low-power wireless toy truck.
Technical assessment is still required.
Is a Certified RF Module Sufficient?
Not necessarily.
An existing RF or Bluetooth module certificate or laboratory report can support the assessment, but the complete toy truck should still be reviewed.
Integration into the final product may involve differences in antennas, firmware, RF output-power settings, enclosures, or enabled radio functions.
Module documentation should therefore be compared with the actual final product configuration.
A module certificate should not automatically be assumed to cover every product incorporating that module.
Documents for Postel Certification
For an initial assessment, companies should generally prepare:
- Photos of the toy truck and remote controller.
- Brand, model, product datasheet, and user manual.
- RF, Bluetooth, or WiFi module datasheets.
- Operating frequency and transmission power.
- RF test reports, where available.
Manufacturer information, country of manufacture, antenna specifications, and controller details should also be confirmed.
Where the product contains multiple wireless technologies, technical documentation for each radio function should be available.
Testing Requirements
Testing requirements depend on the wireless technology, applicable Technical Standards, and existing laboratory reports.
A foreign RF report can provide useful supporting information, but it should correspond to the exact model, radio module, frequency range, output power, antenna, and firmware used in the commercial product.
Regulation Number 3 of 2024 establishes the current Indonesian framework for Technical Standard compliance and telecommunications equipment certification. JDIH Kemkomdigi
CE, FCC, or other overseas compliance documentation therefore does not automatically replace DJID/SDPPI Certification.
Can Several Toy Truck Models Share One Certificate?
Toy trucks may be sold as dump trucks, cargo trucks, fire trucks, garbage trucks, mixer trucks, crane trucks, or other construction vehicles.
Being part of the same product family does not necessarily mean that all models use identical radio hardware.
The assessment should compare the controller, wireless module, operating frequency, transmission power, antenna, wireless functions, brand, product type, and country of manufacture.
Regulation Number 3 of 2024 contains mechanisms that may allow more than one qualifying variant to be covered under one Certificate where the applicable regulatory criteria are fulfilled. JDIH Kemkomdigi
Model grouping should therefore be reviewed before the certification application is submitted.
Our Postel Certification Process for Toy Trucks
Biruni Consulting can assist from the initial technical assessment through the DJID/SDPPI Certification process.
The first stage normally identifies the exact model, controller, transmitter, receiver, operating frequency, transmission power, wireless module, antenna, and any additional radio technologies.
Product documentation and available RF reports are then reviewed to determine the applicable Technical Standards and testing requirements.
Once the technical and administrative requirements have been prepared, the process can continue with certification-document preparation, testing coordination where required, and DJID/SDPPI Certification assistance.
Certificate Period and Import Activities
Under Regulation Number 3 of 2024, the Certificate itself is not time-limited.
However, separate provisions apply to the period during which the Certificate holder may manufacture, assemble, or import the relevant equipment for trade and/or use in Indonesia.
That commercial activity may be carried out for up to three years from the Certificate issuance date, after which the applicable requirements for Technical Standard compliance and a new Certificate need to be considered. JDIH Kemkomdigi
This is particularly relevant for businesses importing the same toy-truck models on a recurring basis.
Postel Labeling for Toy Trucks
Certified equipment is also subject to regulatory labeling.
The annex to Regulation Number 3 of 2024 specifies a label format containing the Certificate number and PLG ID, QR Code, and warning sign. The size and presentation may be adapted to the labeling medium as long as the required information remains readable. JDIH Kemkomdigi
Because the toy truck and its controller may have different shapes and limited labeling areas, regulatory markings should ideally be considered before mass production or shipment.
Postel Certification and Toy SNI Requirements
Postel/DJID Certification and toy SNI requirements address different areas of compliance.
DJID/SDPPI focuses on telecommunications and wireless functions, while toy standards address product safety and conformity.
The Indonesian Ministry of Industry’s 2026 certification scheme continues to list toys as subject to mandatory SNI, including standards relating to physical and mechanical safety, flammability, migration of certain elements, and electrical-toy safety. Kementerian Perindustrian
Postel Certification therefore does not automatically replace toy SNI requirements, and toy SNI compliance does not automatically replace DJID/SDPPI Certification for wireless functions.
Why Pre-Import Assessment Matters
Toy trucks with almost identical designs may contain different controllers, RF chipsets, antennas, or firmware depending on the production batch or destination market.
Completing the assessment before a large purchase order or shipment helps identify the applicable DJID Certification requirements, Technical Standards, testing needs, RF documentation, model-grouping possibilities, and labeling requirements at an early stage.
It also helps reduce inconsistencies between the actual product, datasheets, controllers, RF test reports, packaging, and Certificate information.
Conclusion
Postel Certification services for toy trucks help businesses determine DJID/SDPPI requirements for products incorporating RF remote controls, Bluetooth, WiFi, or other wireless technologies.
Operating frequency, transmission power, transmitters, receivers, RF modules, antennas, controllers, and the complete communication configuration should be reviewed.
A technical assessment before importation or mass production can help businesses prepare certification, testing, technical documentation, model grouping, and labeling more accurately.
