What Is an SNI Local Representative Indonesia?

An Indonesian company acting as distributor, agent, consultant, or importer therefore does not automatically qualify as an SNI Local Representative.

Representative status needs to be supported by an appropriate appointment relationship and, depending on the product, may require trademark licensing, a warehouse, an SIINas account, and authority to perform importation functions or appoint importers.

Because each regulation may establish different requirements, the Representative structure should be determined only after the product has been properly identified.

Do All Imported Products Need a Local Representative?

No. The need for a Local Representative must be reviewed according to the product.

The existence of an SNI standard for a product does not necessarily mean that the SNI has been made mandatory. Similarly, not all product regulations use the same Official Representative structure.

Companies need to first review the product name, function, materials, specifications, HS code, trademark, production location, SNI number, and regulation making the standard mandatory.

Product groups currently using Official Representatives within the Overseas Manufacturer structure include lubricating oils, motor vehicle tires, motor vehicle safety glass, and motor vehicle wheels. Minister of Industry Regulation No. 8 of 2025 concerning lubricating oils and Minister of Industry Regulation No. 9 of 2025 concerning tires have both been in force since July 24, 2025, while Minister of Industry Regulation No. 15 of 2025 concerning safety glass has been effective since October 25, 2025. Main SNI Local Representative Indonesia Requirements

Official Representative requirements are product-specific. However, several common elements appear in recent mandatory SNI regulations:

SNI Local Representative and SNI Certification

An SNI Local Representative becomes particularly important when an Overseas Manufacturer needs an SNI Certificate for products intended for the Indonesian market.

At the initial stage, the company needs to ensure that the relationship between the manufacturer, factory location, trademark, Representative, warehouse, and importer complies with the applicable regulation. Once the structure is ready, certification can proceed through the required mechanism.

SNI certification under type 5 schemes generally involves more than documentation. The assessment may include a production process audit, quality management system assessment, product sampling, and laboratory testing.

The Local Representative assists with administration and coordination in Indonesia. However, the Representative does not assume the Overseas Manufacturer’s technical responsibilities.

For certain products, the Representative needs to obtain a license to use and assume responsibility for the trademark owned by the Overseas Manufacturer.

Certification Application

Once manufacturer and Representative documentation is ready, the SNI Certificate process can begin.

The application is evaluated according to the applicable mechanism and forwarded to a Product Certification Body with the appropriate certification scope.

The Product Certification Body then performs conformity assessment according to the applicable scheme, including audits and testing where required.

Factory Audit and Testing

The Overseas Manufacturer may undergo an audit of its production facility.

The audit is generally intended to verify the manufacturer’s ability to consistently produce compliant products. Areas reviewed may include production processes, raw materials, inspection, quality control, calibration, testing facilities, traceability, and implementation of the quality management system.

Products are then tested according to the parameters established under the applicable SNI.

The Local Representative assists with process coordination, while technical factory readiness remains the manufacturer’s responsibility.

Certificate Issuance and SPPT SNI

Where conformity assessment requirements have been satisfied, the Product Certification Body may issue an SNI Certificate.

For various recent mandatory SNI products, companies also need to distinguish the SNI Certificate from SPPT SNI, which represents approval to use the SNI Mark.

Under the lubricating oil regulation, SPPT SNI may be issued to an Industrial Company or Official Representative. Applications are submitted electronically through SIINas, and SPPT SNI is valid for one year and may be renewed while the SNI Certificate remains valid. JDIH BPK

The motor vehicle safety glass regulation uses a similar mechanism: SPPT SNI may be issued to the Official Representative and applications are submitted through SIINas. JDIH BPK

SNI Local Representative and Trademark Licensing

Trademark licensing is one of the most important parts of the Representative structure for several imported products.

Regulations may require the Official Representative not only to obtain permission to use the trademark but also to assume responsibility for that trademark in relation to products marketed in Indonesia.

SNI Local Representative and Warehouse Requirements

Under several mandatory SNI regulations, a warehouse is more than a logistics facility.

It may form a direct part of the Official Representative requirements and imported-product flow. Its location may even be restricted to the same or nearest regency/city to the Representative’s registered location.

Minister of Industry Regulation No. 8 of 2025 requires a lubricating oil Official Representative to control a warehouse within this area. JDIH BPK

Warehouse control is also a core Official Representative requirement under the motor vehicle safety glass regulation. JDIH BPK

Not always.

An SNI Local Representative or Official Representative represents the Overseas Manufacturer within the product regulatory structure. The importer is responsible for bringing goods into Indonesia according to applicable import and trade requirements.

Is the Local Representative the Same as the Distributor?

A distributor is also not automatically the same as an Official Representative.

A distributor generally focuses on marketing and distributing products. The Official Representative has a direct regulatory relationship with the Overseas Manufacturer.

One legal entity may perform several functions if business licensing and the product regulation allow it. However, an existing distributor does not necessarily meet the trademark, warehouse, SIINas, appointment, or importer requirements needed to become an Official Representative.

How Many Manufacturers Can One Representative Represent?

The Representative may continue to support SPPT SNI, surveillance, document updates, trademark changes, importer changes, warehouse changes, or other amendments affecting the certification scope.
