Main SNI Official Representative Indonesia Requirements

Role of the SNI Official Representative in Certification

The Official Representative plays an important role in connecting the Overseas Manufacturer with the certification process in Indonesia.

For products subject to mandatory SNI, the manufacturer must undergo conformity assessment according to the applicable certification scheme. The process may include document review, production facility audits, sampling, laboratory testing, evaluation, and issuance of the SNI Certificate.

The SNI Certificate represents product certification, while SPPT SNI provides approval to use the SNI Mark from the authorized Ministry of Industry official under schemes where it applies. SNI Official Representative and Trademark Licensing

Trademark licensing is an important part of many Official Representative schemes.

Its purpose is to establish a clear legal relationship between the Overseas Manufacturer, trademark owner, and Indonesian entity serving as Official Representative.

SNI Official Representative and Warehouse Requirements

Under several mandatory SNI schemes, a warehouse is a regulatory requirement rather than merely a logistics facility.

SNI Official Representative and SIINas

SIINas, or the National Industrial Information System, is used for various mandatory SNI administrative processes administered by the Ministry of Industry.

Are the SNI Official Representative and Importer the Same?

Not necessarily.

The Official Representative acts on behalf of the Overseas Manufacturer within the certification and product-compliance structure. The importer performs importation activities according to applicable licensing and trade requirements.

For certain products, the Official Representative may also act as importer.

Can One Official Representative Represent Multiple Manufacturers?

This needs to be determined according to the product regulation.

For lubricating oils, an Official Representative generally represents only one Overseas Manufacturer. However, exceptions exist for specified corporate relationships, including qualifying parent and subsidiary structures. The Overseas Manufacturer itself may appoint only one Official Representative. Can an SNI Official Representative Be Replaced?

A Representative can be replaced commercially, but the regulatory implications need to be assessed.

A similar requirement applies under the motor vehicle wheel regulation. Minister of Industry Regulation No. 71 of 2024 provides that an Overseas Manufacturer may appoint only one Official Representative and that replacement of the Representative before SNI Certificate expiry causes the certificate to expire. The Representative may continue coordinating with the Product Certification Body and Overseas Manufacturer for surveillance, SPPT SNI, testing, and information updates.

Changes involving trademarks, importers, warehouses, product types, or other significant information also need to be assessed for their impact on the SNI Certificate before implementation.

The Representative therefore needs appropriate document control and regulatory monitoring capabilities throughout the period in which the products are marketed in Indonesia.

SNI Official Representative Indonesia Cost

There is no single tariff applicable to every SNI Official Representative Indonesia service.

Costs depend on the product, regulation, scope of Representative responsibility, warehouse requirements, trademark licensing, SIINas, number of importers, SPPT SNI, and surveillance support.

Representative fees are also separate from Product Certification Body fees, laboratory testing, factory audits, auditor travel, translation, document legalization, and sample shipment costs.

There is no single timeline applicable to every product.

Where the Representative is only prepared after certification has started, delays may occur because Official Representative documentation forms an important part of the application.
