Postel Certification Services for Toy Trains

DJID/SDPPI certification services for wireless and remote control toy trains in Indonesia.

Modern toy trains may contain remote controls, RF transmitters, Bluetooth, and other wireless technologies used to control movement, speed, lighting, sound, and interactive features.

Where a toy train incorporates radio communication, its Postel/DJID Certification requirements need to be assessed based on operating frequency, transmission power, transmitters, receivers, RF modules, antennas, and the final product configuration.

Indonesia’s current telecommunications equipment and device certification framework is governed by Minister of Communication and Informatics Regulation Number 3 of 2024. The regulation remains in force and repealed Regulation Number 16 of 2018. JDIH Kemkomdigi

Do Toy Trains Require Postel Certification?

Not every toy train has the same telecommunications characteristics.

A conventional electric train that uses only motors, batteries, lights, sound, or physical controls is different from a product operated through a wireless controller or smartphone.

The initial assessment should therefore determine whether the product contains a transmitter, receiver, Bluetooth module, proprietary RF system, or another radio function.

Where wireless communication is present, its technical specifications should be reviewed against the applicable DJID Technical Standards.

Remote Control Toy Trains

A remote control toy train normally uses a controller to transmit radio commands to a receiver installed in the locomotive or another control unit.

The radio link may be used to start and stop the train, change direction or speed, and activate sound, lighting, or other interactive functions.

Because the controller forms part of the communication system, both the train and controller should be included in the technical assessment.

Transmitter and Receiver Assessment

The remote controller typically acts as the transmitter, while the toy train contains the receiver.

Some smart products may use two-way communication, meaning the locomotive or control unit can also transmit information.

The assessment should therefore identify the transmitter and receiver configuration, RF chipset or module, operating frequency, transmission power, and antenna.

This information is normally available in product datasheets, controller specifications, module documentation, or RF test reports.

Operating Frequency

Operating frequency is one of the main technical parameters in a Postel assessment.

Different manufacturers may use different wireless configurations even when their products have similar designs and functions.

Indonesia’s class-license spectrum framework is currently based on Regulation Number 2 of 2023 as amended by Minister of Communication and Digital Regulation Number 2 of 2025. The amendment remains in force and covers frequency groups including SRD spectrum. JDIH Kemkomdigi

The actual frequency range of the toy train and controller should therefore be verified from technical documentation rather than assumed from marketing descriptions.

Toy Trains and Short Range Devices

Many remote control toys use relatively short-range radio communication and may fall within technical categories associated with Short Range Devices.

Minister of Communication and Informatics Decision Number 260 of 2024 continues to be listed in DJID’s official regulatory database as the Technical Standard for Short Range Devices. Postel

The SRD framework covers various short-range radio technologies, including Bluetooth and other radio-device categories. Postel Certification

Short communication range itself does not create a general certification exemption. Frequency, output power, bandwidth, modulation, and radio functions still need to be reviewed.

Toy Trains with Bluetooth

Bluetooth may be incorporated into smart or educational toy trains for smartphone or tablet connectivity.

An application may allow users to control speed, movement, lighting, sound, or interactive features.

Decision Number 260 of 2024 defines Bluetooth IEEE 802.15.1 as short-range data communication equipment operating in the 2400–2483.5 MHz frequency band. Postel Certification

Where Bluetooth is present, the assessment should identify the Bluetooth version, module, transmission power, antenna, and final implementation.

Toy Trains with RF and Bluetooth

Some products include more than one wireless technology.

For example, a proprietary RF controller may be supplied for normal operation while Bluetooth provides smartphone connectivity.

Both functions should be assessed.

The operating frequency, output power, RF and Bluetooth modules, antennas, and intended use of each technology need to be identified before the certification scope can be properly determined.

Does Low Transmission Power Mean an Exemption?

Not automatically.

Regulation Number 3 of 2024 contains a specific provision for certain other equipment incorporating telecommunications features below 10 mW and only one identical telecommunications feature.

Where the regulatory conditions are fulfilled, one Certificate may cover more than one qualifying variant. JDIH Kemkomdigi

This provision should not be interpreted as a general exemption for all low-power wireless toy trains.

The complete technical configuration still needs to be assessed.

Is a Certified RF Module Sufficient?

Not necessarily.

An existing RF or Bluetooth module certificate can provide useful supporting documentation, but the final toy train should still be reviewed.

Integration into the toy may involve differences in antenna, firmware, RF output power, enclosure, or radio configuration.

Module documentation should therefore be compared with the final product specifications before the certification approach is determined.

Documents for Postel Certification

For an initial assessment, companies should generally prepare:

  • Photos of the toy train and remote controller.
  • Brand, model, product datasheet, and user manual.
  • RF or Bluetooth module datasheet.
  • Operating frequency and transmission power.
  • RF test report, where available.

The manufacturer and country of manufacture should also be confirmed.

Where several wireless technologies are incorporated into the product, documentation for all radio functions should be provided.

Testing Requirements

Testing requirements depend on the radio technology, applicable Indonesian Technical Standards, and the test reports already available.

A foreign laboratory report may support the assessment, but it should correspond to the actual product or module, frequency range, output power, antenna, and final configuration.

Regulation Number 3 of 2024 provides Indonesia’s current certification framework for telecommunications equipment and devices and compliance with applicable Technical Standards. JDIH Kemkomdigi

CE, FCC, or other foreign test documentation therefore does not automatically replace DJID/SDPPI Certification.

Can Several Toy Train Models Share One Certificate?

Potential model grouping depends on technical similarity.

Differences in train colour, locomotive design, carriage quantity, or track design may not necessarily affect the wireless configuration.

On the other hand, visually similar products may use different controllers or RF modules.

The assessment should compare modules, operating frequency, output power, antennas, wireless functions, brand, type, and country of manufacture.

Regulation Number 3 of 2024 provides mechanisms under which one Certificate may cover more than one variant in certain circumstances when all applicable requirements are met. JDIH Kemkomdigi

Model grouping should therefore be reviewed before submitting the certification application.

Our Postel Certification Process for Toy Trains

Biruni Consulting can assist from the initial technical assessment through the DJID/SDPPI Certification process.

The first stage normally identifies the exact model, controller, transmitter, receiver, RF technology, operating frequency, transmission power, module, and antenna.

Technical documentation and available test reports are then reviewed to determine the relevant Technical Standards and testing requirements.

Once the technical and administrative requirements have been established, the process can continue with certification-document preparation, testing coordination where required, and DJID/SDPPI Certification assistance.

Certificate Period for Import Activities

Under Regulation Number 3 of 2024, the Certificate itself is not time-limited.

However, separate provisions apply to manufacturing, assembly, and import activities carried out under the Certificate.

The Certificate holder may perform these activities for trade and/or use in Indonesia for up to three years from the Certificate issuance date. Continued activity beyond that period is subject to the applicable requirements for renewed technical compliance and a new Certificate. JDIH Kemkomdigi

Companies planning recurring imports should therefore monitor the Certificate issuance date.

Postel Labeling for Toy Trains

Certified products are also subject to labeling requirements.

The annex to Regulation Number 3 of 2024 specifies a format that includes the Certificate number and PLG ID, QR Code, and warning sign. JDIH Kemkomdigi

Because a toy train set may contain a locomotive, carriages, remote controller, and retail packaging, regulatory labeling should be considered before mass production or shipment.

Label size and presentation may be adapted to the placement medium as long as the required information remains readable. JDIH Kemkomdigi

Postel Certification and Toy Compliance

Postel/DJID Certification focuses on telecommunications and wireless functions incorporated into the toy train.

Toy safety and other product requirements address different aspects of compliance.

Postel Certification therefore does not automatically replace applicable toy-product requirements.

Likewise, compliance with toy safety requirements does not automatically satisfy DJID/SDPPI requirements for RF or Bluetooth communication.

Why Pre-Import Assessment Matters

Toy trains with identical external designs may use different RF controllers or chipsets depending on the market or manufacturing batch.

Completing an assessment before production or shipment allows companies to identify the applicable Technical Standards, testing requirements, manufacturer documentation, model-grouping possibilities, and labeling obligations before the products enter Indonesia.

It also helps reduce inconsistencies between the actual product, datasheet, RF test report, and DJID/SDPPI Certificate.

Conclusion

Postel Certification services for toy trains help businesses determine DJID/SDPPI requirements for products incorporating remote controls, RF, Bluetooth, or other wireless technologies.

Operating frequency, transmission power, transmitters, receivers, RF modules, antennas, controllers, and the complete communication configuration should be reviewed.

An assessment before importation or mass production can help businesses prepare certification, testing, technical documentation, model grouping, and labeling more accurately.
