Postel Certification Services for Toy Excavators

DJID/SDPPI certification services for wireless and remote control toy excavators in Indonesia.

Toy excavators commonly use RF remote-control systems to control forward and reverse movement, steering, body rotation, boom movement, arm operation, and bucket functions. Some advanced products may also incorporate Bluetooth, smartphone applications, WiFi, or other wireless technologies.

Where a toy excavator incorporates radio communication, the Postel/DJID Certification assessment should identify its operating frequency, transmission power, transmitter, receiver, RF module, antenna, remote controller, and complete wireless configuration.

Indonesia’s principal telecommunications equipment certification framework remains Minister of Communication and Informatics Regulation Number 3 of 2024. The regulation is currently in force and repealed Regulation Number 16 of 2018. JDIH Komdigi

Do Toy Excavators Require Postel Certification?

Not every toy excavator has the same telecommunications characteristics.

A basic electric excavator using only batteries, motors, switches, lights, or sounds differs from a product operated through a wireless remote controller.

Where RF remote control, Bluetooth, WiFi, or another active wireless function is incorporated, the radio configuration needs to be assessed against the applicable Indonesian Technical Standards.

The requirement should therefore be determined from the technical specifications rather than descriptions such as “RC excavator” or “2.4G excavator.”

Remote Control Toy Excavators

Remote control is the most common wireless technology found in toy excavators.

The controller typically sends commands to a receiver installed inside the toy.

Several channels may be used to control the tracks, upper-body rotation, boom, arm, bucket, lighting, sound, and other functions.

Because the controller forms an essential part of the radio system, the toy excavator and its remote controller should be assessed together.

Transmitter and Receiver Assessment

The remote controller generally functions as the primary transmitter, while the excavator contains the receiver.

However, more advanced products may use bidirectional communication, meaning the toy itself can also transmit radio signals.

The assessment should therefore identify the transmitter, receiver, RF chipset or module, operating frequency, transmission power, modulation, and antenna configuration.

This information can normally be obtained from product documentation, controller specifications, RF module datasheets, block diagrams, or laboratory reports.

Operating Frequency

Operating frequency is one of the main technical parameters considered during a Postel assessment.

Manufacturers may use different RF chipsets or frequency configurations in products that look almost identical.

A description such as “2.4 GHz RC excavator” therefore does not provide enough information on its own.

DJID continues to list Minister of Communication and Informatics Decision Number 260 of 2024 as the Technical Standard for Short Range Devices. Postel

The exact operating frequency, output power, bandwidth, modulation, and other RF parameters should be confirmed from the manufacturer’s technical documentation.

Toy Excavators and Short Range Devices

Remote-controlled toy excavators normally communicate over relatively short distances and may fall within technical categories associated with Short Range Devices.

Decision Number 260 of 2024 defines Short Range Devices as telecommunications equipment presenting a relatively low risk of causing harmful interference and establishes requirements for several types of short-range radio equipment. It remains listed in DJID’s current regulatory database. Sertifikasi Postel

However, short operating range does not create a general exemption from Postel Certification.

The operating frequency, transmission power, modulation, antenna, and wireless functions still need to be assessed.

Toy Excavators with Bluetooth

Some smart toys may incorporate Bluetooth for smartphone or tablet connectivity.

Bluetooth can support application control, pairing, configuration, or other interactive functions.

Decision Number 260 of 2024 defines Bluetooth IEEE 802.15.1 as short-range data communication technology operating in the 2400–2483.5 MHz band. Sertifikasi Postel

Where Bluetooth is incorporated into a toy excavator, the assessment should identify the Bluetooth version, operating frequency, transmission power, wireless module, antenna, and final configuration.

If proprietary RF remote control is also used, both radio functions should be reviewed.

Toy Excavators with WiFi

WiFi is less common in basic RC excavators but can be incorporated into smart toys with cameras, video streaming, or mobile applications.

Where WiFi is available, it needs to be reviewed separately from the primary remote-control radio.

DJID’s current regulatory list includes Minister of Communication and Digital Decision Number 12 of 2025 for class-licensed spectrum and Radio Local Area Network Technical Standards. Postel

Products containing RF remote control, Bluetooth, and WiFi should therefore have all enabled radio technologies identified during the assessment.

Does Low Transmission Power Mean an Exemption?

Not automatically.

Regulation Number 3 of 2024 contains a specific provision for certain other equipment incorporating a telecommunications feature with transmission power below 10 mW and only one identical telecommunications feature.

Where all regulatory conditions are fulfilled, one Certificate may cover more than one qualifying variant. JDIH Komdigi

This is a provision concerning variant coverage under a Certificate, not a general certification exemption for every low-power toy excavator.

Technical assessment remains necessary.

Is a Certified RF Module Sufficient?

Not necessarily.

An RF or Bluetooth module certificate or laboratory report can provide useful supporting documentation.

However, the final product should still be assessed because module integration may involve different antennas, firmware, RF output-power settings, enclosures, or enabled radio functions.

Module documentation should therefore be compared with the actual toy excavator configuration.

A module certificate should not automatically be assumed to cover every final product that contains the module.

Documents for Postel Certification

For an initial assessment, companies should generally prepare:

  • Photographs of the toy excavator and remote controller.
  • Brand, model, product datasheet, and user manual.
  • RF, Bluetooth, or WiFi module datasheets.
  • Operating frequency and transmission power.
  • RF test reports, where available.
  • Antenna, manufacturer, and country-of-manufacture information.

Controller documentation is particularly important because the primary transmitter is usually located in the remote controller.

Where multiple wireless technologies are incorporated, documentation for each enabled radio function should be available.

RF Test Reports

An RF test report helps establish the technical characteristics of the wireless system.

It may contain information on operating frequency, transmission power, occupied bandwidth, modulation, unwanted emissions, and other parameters.

The report needs to correspond to the actual product or wireless module installed in the toy excavator.

Differences in controller model, chipset, antenna, firmware, or transmission power can affect whether a report is relevant to the final commercial product.

CE, FCC, or other overseas RF reports therefore do not automatically replace DJID/SDPPI Certification.

Can Several Toy Excavator Models Share One Certificate?

Suppliers often offer toy excavators in multiple colours, sizes, body designs, and feature configurations.

Mechanical differences do not necessarily mean that the RF configuration has changed. Conversely, two visually similar excavators can contain different remote controllers or wireless chipsets.

The assessment should compare RF modules, controllers, operating frequencies, output power, antennas, wireless functions, brand, type, and country of manufacture.

For certain equipment below 10 mW containing only one identical telecommunications feature, Regulation Number 3 of 2024 provides a mechanism under which one Certificate can cover more than one qualifying variant if all applicable criteria are met. JDIH Komdigi

Model grouping should therefore be determined before the certification application is submitted.

Our Postel Certification Process for Toy Excavators

The process should begin with a technical assessment of the exact product model intended for importation or sale.

The controller, transmitter, receiver, operating frequency, transmission power, RF module, antenna, and any additional wireless technologies are first identified.

Product documentation and available RF reports are then reviewed to determine the applicable Technical Standards and testing requirements.

Once the technical and administrative requirements are prepared, the process can continue with certification-document preparation, testing coordination where required, and DJID/SDPPI Certification assistance.

Certificate Period and Import Activities

Under Regulation Number 3 of 2024, the Certificate itself is not time-limited.

However, the Certificate holder may manufacture, assemble, or import the relevant equipment for trade and/or use in Indonesia for up to three years from the Certificate issuance date.

If these activities continue after the three-year period, Technical Standard compliance must again be demonstrated through testing and a new Certificate. JDIH Komdigi

Businesses importing toy excavators repeatedly should therefore monitor the Certificate issuance date.

Postel Labeling for Toy Excavators

Certified products are also subject to regulatory labeling requirements.

The annex to Regulation Number 3 of 2024 provides a label format containing the Certificate number and PLG ID, QR Code, and warning sign. The size and presentation may be adapted to the labeling medium as long as the required information remains readable. JDIH Komdigi

Because toy excavators and remote controllers can have different shapes and limited labeling areas, regulatory markings should ideally be considered before mass production or commercial shipment.

Postel Certification and Toy SNI Requirements

Postel/DJID Certification and toy-safety requirements address different areas of compliance.

DJID/SDPPI focuses on telecommunications and wireless functions.

Toy SNI requirements address product safety. Indonesia’s Ministry of Industry certification scheme updated in March 2026 continues to list toys as subject to mandatory SNI, including SNI IEC 62115:2011 for electrical-toy safety and other toy-safety standards. Kemenperin

Postel Certification therefore does not automatically replace toy SNI requirements, and compliance with toy SNI does not automatically replace DJID/SDPPI Certification for wireless functions.

Why Pre-Import Assessment Matters

Toy excavators with identical external designs may use different controllers, RF chipsets, antennas, or firmware depending on the supplier, destination market, or production batch.

Completing an assessment before a large purchase order or shipment helps identify the applicable Technical Standards, testing requirements, suitability of existing RF reports, model-grouping possibilities, and labeling requirements at an early stage.

It also reduces the risk of inconsistencies between the actual product, remote controller, datasheet, laboratory report, packaging, and Certificate.

Conclusion

Postel Certification services for toy excavators help businesses determine the applicable DJID/SDPPI requirements for products using RF remote controls, Bluetooth, WiFi, or other wireless technologies.

Operating frequency, transmission power, transmitters, receivers, RF modules, antennas, controllers, and the complete wireless configuration should be reviewed.

A technical assessment before importation or mass production can help businesses prepare certification, testing, technical documentation, model grouping, and labeling more accurately.
