Postel Certification Services for Racing Toys

DJID/SDPPI certification services for wireless and remote-controlled racing toys in Indonesia.

Racing toys may include remote-controlled racing cars, smartphone-controlled vehicles, miniature racing vehicles, and interactive racing products incorporating wireless communication. These products may use proprietary RF remote control, Bluetooth, WiFi, or other radio technologies to control steering, speed, lighting, sound, cameras, or other functions.

Where a racing toy incorporates radio communication, its Postel/DJID Certification requirements should be assessed based on operating frequency, transmission power, transmitters, receivers, RF modules, antennas, remote controllers, and the final product configuration.

Indonesia’s principal certification framework continues to be Minister of Communication and Informatics Regulation Number 3 of 2024, which remains in force and repealed Regulation Number 16 of 2018. JDIH Kemkomdigi

Do Racing Toys Require Postel Certification?

Not every racing toy has the same telecommunications characteristics.

A toy racing car using only batteries, motors, local controls, or an electrical track differs from a vehicle operated through wireless communication.

A Postel assessment becomes relevant when the product includes an RF transmitter, Bluetooth, WiFi, or another active radio function.

Descriptions such as RC racing car, 2.4G racing toy, or smart racing car are therefore not sufficient by themselves. The actual technical specifications should be reviewed.

Remote-Controlled Racing Toys

In a typical remote-controlled racing toy, the controller sends radio commands to a receiver installed inside the vehicle.

These commands can control steering, acceleration, braking, reverse movement, lighting, sounds, or different driving modes.

Because the controller is an integral part of the radio system, the racing toy and remote controller should generally be assessed together.

This is particularly important for multi-channel racing systems or sets containing several vehicles.

Transmitter and Receiver Assessment

The remote controller normally acts as the primary transmitter while the vehicle contains the receiver.

Some smart racing toys may use bidirectional communication, allowing the vehicle to transmit information back to the controller or smartphone.

The assessment should identify the operating frequency, RF output power, modulation, transmitter, receiver, chipset or module, and antenna configuration.

This information is typically found in the product datasheet, controller specification, RF module documentation, block diagram, or laboratory report.

Operating Frequency

Operating frequency is one of the key technical parameters considered during Postel assessment.

Manufacturers can use different RF chipsets or frequency configurations in products with almost identical external designs.

Indonesia’s class-license spectrum framework is based on Regulation Number 2 of 2023 as amended by Minister of Communication and Digital Regulation Number 2 of 2025, which remains in force. JDIH Kemkomdigi

A “2.4G” description on packaging should therefore not replace confirmation of the exact frequency range, transmission power, bandwidth, modulation, and antenna configuration.

Racing Toys and Short Range Devices

Many wireless racing toys communicate over relatively short distances and may fall within technical categories associated with Short Range Devices.

Minister of Communication and Informatics Decision Number 260 of 2024 establishes the Short Range Device Technical Standards and continues to be listed in DJID’s official regulatory database. The decision also states that compliance with the applicable SRD Technical Standards is demonstrated by certification. Postel

Short communication range or class-licensed spectrum use therefore does not automatically mean that equipment is exempt from DJID Certification.

Racing Toys with Bluetooth

Bluetooth may be used in modern racing toys for smartphone-based control.

It can support steering, acceleration, game settings, vehicle configuration, or interactive features.

Decision Number 260 of 2024 includes Bluetooth IEEE 802.15.1 within its Short Range Device framework. s3.sertifikasi.postel.go.id

Where Bluetooth is incorporated, the assessment should identify the Bluetooth version, operating frequency, transmission power, wireless module, antenna, and final product configuration.

If the product also includes a proprietary RF controller, both radio functions should be reviewed.

Racing Toys with WiFi

Some racing toys may incorporate cameras or applications using WiFi.

For example, proprietary RF may control steering and acceleration while WiFi provides video streaming to a smartphone.

For RLAN/WiFi equipment, Minister of Communication and Digital Decision Number 12 of 2025 remains in force and covers class-licensed spectrum and Radio Local Area Network Technical Standards. JDIH Kemkomdigi

Where RF remote control, Bluetooth, and WiFi are all present, every enabled radio function should be included in the technical assessment.

Multiple Racing Cars in One System

Some racing sets contain two or more vehicles so users can race simultaneously.

Such configurations may require additional review because each vehicle can contain its own receiver and may use separate channels or pairing mechanisms to prevent interference between vehicles.

The assessment should identify the number of transmitters and receivers, frequency configuration, pairing method, and whether all vehicles use identical RF hardware.

Where controllers differ between vehicles, each controller should also be compared.

Does Low Transmission Power Mean an Exemption?

Not automatically.

Decision Number 260 of 2024 includes telecommunications equipment transmitting below 10 mW among the SRD categories, but it also states that conformity with the SRD Technical Standards is demonstrated through certification. s3.sertifikasi.postel.go.id

Regulation Number 3 of 2024 also contains a specific provision under which certain equipment below 10 mW with only one identical telecommunications feature may, subject to the applicable conditions, allow one Certificate to cover more than one variant.

This is not a general exemption for every low-power racing toy.

Is a Certified RF Module Sufficient?

Not necessarily.

An existing RF or Bluetooth module certificate or laboratory report may provide useful supporting documentation, but the final product should still be assessed.

Integration into the racing toy may involve different antennas, firmware, RF output-power settings, enclosures, or enabled wireless functions.

Module documentation should therefore be compared with the actual final product configuration.

Documents for Postel Certification

For an initial assessment, businesses should generally prepare:

  • Photographs of the racing toy and remote controller.
  • Brand, model, product datasheet, and user manual.
  • RF, Bluetooth, or WiFi module datasheets.
  • Operating frequency and transmission power.
  • RF test reports, where available.
  • Antenna, manufacturer, and country-of-manufacture information.

Controller documentation is particularly important because the primary transmitter is normally located inside the remote controller.

Where multiple wireless technologies are incorporated into the product, documentation for every enabled radio function should be available.

RF Test Reports

An RF test report helps establish the technical characteristics of the wireless system.

It may include operating frequency, transmission power, modulation, occupied bandwidth, unwanted emissions, and other relevant test parameters.

However, the report should correspond to the exact product, controller, chipset or RF module, antenna, and firmware configuration being certified.

CE, FCC, or other overseas RF reports therefore do not automatically replace DJID/SDPPI Certification in Indonesia.

Can Several Racing Toy Models Share One Certificate?

A supplier may offer racing toys in several body styles, colours, sizes, or vehicle designs.

External differences do not necessarily mean that the radio hardware has changed. Conversely, vehicles with almost identical enclosures can contain different RF chipsets, controllers, or antennas.

A model-grouping assessment should compare remote controllers, modules, operating frequencies, transmission power, antennas, wireless functions, brands, types, and countries of manufacture.

Potential coverage of multiple variants should therefore be determined from technical similarity rather than appearance alone.

Our Postel Certification Process for Racing Toys

The process should begin with a technical assessment of the exact model intended for importation or commercial distribution.

The remote controller, transmitter, receiver, operating frequency, transmission power, wireless module, antenna, and any additional radio technologies are identified first.

Product documentation and available RF reports are then reviewed to determine the applicable Technical Standards and testing requirements.

Once the technical and administrative requirements are ready, the process can continue with certification-document preparation, testing coordination where required, and DJID/SDPPI Certification assistance.

Certificate Period and Import Activities

Under Regulation Number 3 of 2024, the Certificate itself is not time-limited.

However, the Certificate holder may manufacture, assemble, or import the relevant equipment for trade and/or use in Indonesia for up to three years from the Certificate issuance date. Continuing these activities beyond that period requires renewed Technical Standard compliance based on testing and a new Certificate. JDIH Kemkomdigi

This is particularly relevant for businesses importing the same racing-toy models on a recurring basis.

Postel Labeling for Racing Toys

Certified equipment is also subject to regulatory labeling.

Regulation Number 3 of 2024 requires the label to display the Certificate number and PLG ID, QR Code, and warning sign. JDIH Kemkomdigi

Because racing toys and remote controllers may offer different amounts of space for regulatory markings, labeling should ideally be considered before mass production or shipment.

Postel Certification and Toy SNI Requirements

Postel/DJID Certification and toy SNI requirements address different areas of compliance.

DJID/SDPPI focuses on telecommunications and wireless functions, while toy SNI requirements address product safety.

The Indonesian Ministry of Industry’s certification scheme updated in March 2026 continues to list toys as subject to mandatory SNI, including physical and mechanical safety standards and electrical-toy safety requirements. Kemenperin

Postel Certification therefore does not automatically replace toy SNI requirements, and toy SNI compliance does not automatically replace DJID/SDPPI Certification for RF, Bluetooth, or WiFi functions.

Why Pre-Import Assessment Matters

Racing toys with almost identical external designs may contain different controllers, RF chipsets, antennas, firmware, or radio configurations.

Manufacturers may also change components for different destination markets or production batches.

Completing an assessment before a large purchase order or shipment helps identify applicable Technical Standards, testing requirements, suitability of existing RF reports, model-grouping possibilities, and labeling requirements at an early stage.

It also helps reduce inconsistencies between the actual product, controller, datasheet, laboratory report, packaging, and DJID/SDPPI Certificate.

Conclusion

Postel Certification services for racing toys help businesses determine the applicable DJID/SDPPI requirements for products incorporating RF remote controls, Bluetooth, WiFi, or other wireless technologies.

Operating frequency, transmission power, transmitters, receivers, RF modules, antennas, remote controllers, and the complete communication configuration should be reviewed.

A technical assessment before importation or mass production can help businesses prepare certification, testing, technical documentation, model grouping, and labeling more accurately.
