Postel Certification Services for Battle Toys

DJID/SDPPI certification services for wireless and remote-controlled battle toys in Indonesia.

Battle toys may include battle cars, toy battle tanks, battle robots, combat-style toy vehicles, and interactive games involving two or more units. These products may incorporate RF remote controls, Bluetooth, WiFi, or other wireless technologies for movement, steering, turret control, lighting, sounds, and interactive game functions.

Where a battle toy incorporates radio communication, its Postel/DJID Certification requirements should be assessed based on operating frequency, transmission power, transmitters, receivers, RF modules, antennas, remote controllers, and the complete communication system.

Indonesia’s principal telecommunications equipment certification framework remains Minister of Communication and Informatics Regulation Number 3 of 2024, which replaced Regulation Number 16 of 2018. JDIH Kemkomdigi

Do Battle Toys Require Postel Certification?

Not every battle toy has the same wireless configuration.

A battle toy operated only through local buttons differs from a product controlled through an RF remote controller or smartphone.

A Postel assessment becomes relevant where an RF transmitter, Bluetooth, WiFi, or another active radio communication function is incorporated.

Descriptions such as “battle car,” “RC battle tank,” or “2.4G battle robot” are therefore insufficient on their own. The exact model and radio specifications should be assessed.

Remote-Controlled Battle Toys

The remote controller normally transmits commands to a receiver installed inside the toy.

The wireless link may control movement, steering, turret rotation, lighting, sound, or other interactive functions.

Because the main transmitter is commonly located inside the controller, the battle toy and remote controller should be assessed as one communication system.

Where the package contains multiple controllers, each controller configuration should also be identified.

Transmitter and Receiver Assessment

Battle toys can use more complex radio arrangements than a basic RC toy.

The controller normally functions as a transmitter while the vehicle contains the receiver. However, some products use bidirectional communication, allowing the battle unit itself to transmit information.

The assessment should identify operating frequency, transmission power, modulation, transmitter and receiver functions, RF chipsets or modules, and antennas.

Technical information can normally be obtained from product documentation, controller specifications, module datasheets, block diagrams, and RF test reports.

Multiple Units in One Battle System

A key characteristic of battle toys is that several units may operate simultaneously.

A package may include two battle tanks and two controllers, for example. Each controller must communicate with the correct vehicle without unintentionally controlling the other unit.

The assessment should therefore review pairing methods, channel configuration, the number of transmitters and receivers, and whether every unit uses identical RF hardware.

Different controller models within one package should also be compared.

Infrared Battle Functions

Some battle toys use infrared technology for hit detection between vehicles or robots.

This should be distinguished from the RF communication used for remote control.

Where radio controls vehicle movement while infrared is used only for battle hit detection, the Postel assessment primarily needs to identify the active radio communication functions.

The complete system should therefore be mapped so that infrared sensors and RF transmitters are not treated as the same technology.

Operating Frequency

Operating frequency is one of the key parameters used during assessment.

Marketing descriptions such as “2.4G battle tank” do not provide sufficient technical information by themselves.

The exact operating-frequency range, output power, bandwidth, modulation, antenna, and RF chipset should be confirmed from technical documents.

Minister of Communication and Informatics Decision Number 260 of 2024 continues to be used as a DJID technical reference for Short Range Devices and is still cited on DJID Certificates issued in 2026. Postel

Battle Toys and Short Range Devices

Many battle toys communicate over relatively short distances and may fall within technical categories associated with Short Range Devices.

Decision Number 260 of 2024 defines SRDs as telecommunications equipment with a relatively low risk of causing harmful interference and establishes technical requirements for several short-range radio technologies. Sertifikasi Postel

Short communication range, however, does not create an automatic certification exemption.

Operating frequency, output power, modulation, antenna configuration, and the relevant Technical Standard still need to be assessed.

Battle Toys with Bluetooth

Some smart battle toys use Bluetooth for smartphone or tablet control.

Bluetooth may support application control, battle-mode settings, pairing, or other interactive functions.

Decision Number 260 of 2024 includes Bluetooth IEEE 802.15.1 within the SRD framework and defines Bluetooth operation in the 2400–2483.5 MHz band. Sertifikasi Postel

Where a battle toy contains Bluetooth together with proprietary RF remote control, both wireless technologies should be assessed.

Battle Toys with WiFi

Certain smart battle toys may use WiFi for cameras, applications, video transmission, or other data functions.

DJID’s current technical-reference database lists Minister of Communication and Digital Decision Number 12 of 2025 as an applicable and currently valid standard for Radio Local Area Network equipment. Sertifikasi Postel

Battle toys containing RF remote control, Bluetooth, and WiFi should therefore have each active radio function assessed separately.

Are Battle Toys Below 10 mW Exempt?

Not automatically.

Regulation Number 3 of 2024 contains a specific provision for certain other equipment incorporating a telecommunications feature below 10 mW and only one identical telecommunications feature.

Under qualifying conditions, one Certificate may cover more than one variant.

This provision concerns variant coverage under a Certificate, rather than providing a general certification exemption for every low-power battle toy.

Technical assessment is therefore still necessary.

Is a Certified RF Module Sufficient?

Not necessarily.

A battle toy may use an RF, Bluetooth, or WiFi module that already has certification or laboratory documentation.

These documents can support an assessment, but the final product still needs to be reviewed.

Module integration may involve different antennas, firmware, output-power settings, enclosures, or enabled radio functions.

Current DJID Certificates also show final equipment listing embedded modules together with the applicable technical references for their radio technologies. Sertifikasi Postel

Documents for Postel Certification

For an initial assessment, businesses should generally prepare:

  • Photographs of the battle toy and remote controllers.
  • Brand, model, product datasheet, and user manual.
  • RF, Bluetooth, or WiFi module datasheets.
  • Operating frequency and transmission power.
  • RF test reports, where available.
  • Antenna, manufacturer, and country-of-manufacture information.

Where a package contains multiple battle vehicles and controllers, technical information for the complete set should be available.

DJID’s current e-Sertifikasi requirements also list test reports, technical specifications, a Declaration of Conformity, and colour photographs showing brand and model/type among the documentation required for a new Certificate. Sertifikasi Postel

RF Test Reports

An RF test report helps establish the characteristics of the wireless system.

It may include operating frequency, output power, modulation, bandwidth, emissions, and defined test conditions.

For a battle toy, the laboratory report should correspond to the exact controller, module, antenna, firmware, and commercial model.

Where RF remote control, Bluetooth, and WiFi are combined, technical evidence for each enabled radio should be reviewed.

CE, FCC, or other overseas test reports can support the assessment but do not automatically replace Indonesian DJID/SDPPI Certification.

Can Several Battle Toy Models Share One Certificate?

Suppliers may sell battle toys in several colours, body designs, characters, turret configurations, or vehicle styles.

Different appearances do not necessarily mean that the RF hardware has changed. Conversely, almost identical toys may use different controllers or wireless chipsets.

A grouping assessment should compare controllers, RF modules, operating frequencies, transmission power, antennas, wireless functions, brands, types, and countries of manufacture.

Potential coverage of multiple models should therefore be determined from technical similarity rather than product appearance alone.

Our Postel Certification Process for Battle Toys

The process should begin with a technical assessment of the exact product intended for importation or commercial distribution.

Transmitters, receivers, remote controllers, operating frequencies, transmission power, modules, antennas, and all wireless technologies are first identified.

Product datasheets and available RF reports are then reviewed to establish the applicable Technical Standards and testing requirements.

Once the technical and administrative documentation is prepared, the process can continue with document preparation, testing coordination where required, and DJID/SDPPI Certification assistance.

Certificate and Import Considerations

Regulation Number 3 of 2024 remains the principal framework for telecommunications equipment certification in Indonesia and includes provisions governing certification and continued commercial activities. JDIH Kemkomdigi

Businesses importing battle toys on a recurring basis should therefore monitor their Certificate information and ensure that continued imports remain consistent with the applicable certification requirements.

Postel Labeling for Battle Toys

Certified products also need to comply with regulatory marking obligations.

Current DJID certification requirements include obligations associated with certification information and supporting compliance documentation. Sertifikasi Postel

Where one package contains several battle units and remote controllers, regulatory marking should ideally be considered before mass production.

The product, packaging, and Certificate information should also remain consistent.

Postel Certification and Toy Safety

Postel/DJID Certification focuses on telecommunications and wireless functions.

Toy-safety requirements cover a separate area of product compliance.

DJID/SDPPI Certification therefore does not automatically replace applicable toy-safety or SNI requirements.

Similarly, toy-safety compliance does not replace Postel Certification for RF remote control, Bluetooth, WiFi, or other active wireless functions.

Why Pre-Import Assessment Matters

Battle toys can present additional technical complexity because one package may contain multiple vehicles, several controllers, and more than one communication technology.

Manufacturers can also change RF chipsets, controllers, antennas, or firmware without significantly changing the product’s external design.

Completing an assessment before a large purchase order or shipment helps confirm operating frequency, transmission power, modules, controllers, available RF reports, model grouping, and DJID Certification requirements in advance.

This reduces the risk of inconsistencies between the actual product, laboratory reports, datasheets, packaging, and Certificate.

Conclusion

Postel Certification services for battle toys help businesses determine DJID/SDPPI requirements for battle cars, battle tanks, battle robots, and other interactive toys using RF remote control, Bluetooth, WiFi, or other wireless technologies.

The assessment should review operating frequency, transmission power, transmitters, receivers, pairing systems, RF modules, antennas, controllers, and the complete wireless configuration of every relevant unit.

For battle sets containing several vehicles and controllers, assessment of the complete communication system is particularly important.

A technical assessment before importation or mass production can help businesses prepare testing, documentation, model grouping, DJID/SDPPI Certification, and labeling more accurately.
