Postel Certification for Wireless-Enabled Toys

Guide to Postel/DJID Certification for toys with wireless technology in Indonesia

Wireless-enabled toys use wireless communication to connect with remote controllers, smartphones, tablets, applications, or other devices. The technology may include RF, Bluetooth, WiFi, or a combination of multiple wireless technologies.

Examples include RC cars, toy robots, toy drones, smart toys, educational toys, interactive toys, and toys with cameras or mobile applications. Because these products use radio communication, Postel/DJID Certification requirements need to be assessed based on wireless technology, frequency, transmission power, modules, antennas, and product configuration.

The main telecommunications equipment and device certification framework is currently regulated under Minister of Communication and Informatics Regulation Number 3 of 2024, which replaced Regulation Number 16 of 2018. JDIH Kemkomdigi

Are Wireless-Enabled Toys Required to Have Postel Certification?

The requirement cannot be determined solely from the product name or toy category.

The wireless functions incorporated into the product need to be assessed. A toy without radio communication has different technical characteristics from a product using Bluetooth, WiFi, RF remote control, or another wireless technology.

Information normally reviewed includes:

  1. Wireless technology.
  2. Operating frequency.
  3. Transmission power.
  4. Wireless module.
  5. Transmitter and receiver.
  6. Antenna.
  7. Bandwidth and modulation.
  8. Product brand and type.
  9. Country of manufacture.

A technical assessment before importation can therefore help determine the applicable DJID/SDPPI Certification requirements.

Wireless Technology in Toys

Wireless technology may be used for many different functions.

An RC car or toy robot may use RF communication to receive commands from a remote controller. Bluetooth may connect the toy with a smartphone, while WiFi may support applications, cameras, data transmission, or video streaming.

Some products contain more than one wireless technology.

For this reason, an assessment should not rely only on a general “wireless” description. The actual radio technologies, functions, and technical specifications need to be identified.

Wireless Toys with RF Remote Control

RF remote control is commonly used in toy cars, robots, RC boats, airplanes, helicopters, and other remote-controlled toys.

In such systems, the remote controller generally contains the transmitter, while the receiver is installed in the toy unit.

Information normally reviewed includes:

  1. Operating frequency.
  2. Transmission power.
  3. RF module.
  4. Antenna.
  5. Channel.
  6. Modulation.
  7. Remote controller datasheet.

The controller and toy unit should be reviewed as one communication system.

Wireless Toys with Bluetooth

Bluetooth is commonly used in smart toys and toys controlled through smartphones or mobile applications.

Indonesia’s current Short Range Device technical standard includes Bluetooth IEEE 802.15.1 operating in the 2400–2483.5 MHz frequency band. Sertifikasi Postel

For Bluetooth products, relevant information includes:

  1. Bluetooth version.
  2. Frequency range.
  3. RF output power.
  4. Bluetooth module.
  5. Antenna.
  6. Module datasheet.

A certified Bluetooth module may support the assessment, but it does not automatically replace assessment of the complete final product.

Wireless Toys with WiFi

WiFi may be included in toys with mobile applications, cameras, video streaming, or data connectivity.

A WiFi assessment should consider the WiFi standard, frequency band, channels, bandwidth, transmit power, antenna, and module used.

Indonesia’s class-license spectrum rules were amended through Minister of Communication and Digital Regulation Number 2 of 2025, which amended Regulation Number 2 of 2023. JDIH Kemkomdigi

Specific RLAN spectrum and technical requirements are also addressed under Minister of Communication and Digital Decision Number 12 of 2025. Postel

The actual WiFi configuration should therefore be reviewed during the assessment.

Frequency and Transmission Power of Wireless Toys

Frequency and transmission power are important in determining the radio characteristics of a toy.

Typical information includes:

  1. Operating frequency.
  2. Frequency range.
  3. RF output power.
  4. Bandwidth.
  5. Modulation.
  6. Antenna gain.
  7. Wireless protocol.

Low transmission power does not automatically mean that a product is exempt from Postel Certification.

Regulation Number 3 of 2024 contains specific provisions for certain devices with telecommunications functions using transmission power below 10 mW and one identical telecommunications feature, including provisions that may allow one Certificate to apply to more than one variant when all regulatory criteria are fulfilled. JDIH Kemkomdigi

Frequency and transmission power should therefore be reviewed together with the complete product configuration.

Is a Certified Wireless Module Sufficient?

Not necessarily.

A Bluetooth, WiFi, or RF module certificate may serve as supporting documentation, but the final product still needs to be assessed.

The following should generally be compared:

  1. Module model.
  2. Operating frequency.
  3. Transmission power.
  4. Antenna.
  5. Firmware.
  6. Wireless configuration.
  7. Additional wireless functions.

Changes to the antenna or RF configuration may cause the final product characteristics to differ from those of the original module configuration.

Therefore, module certificates should be reviewed together with the final product datasheet and technical specifications.

Documents Required for Wireless Toy Postel Assessment

For an initial assessment, companies should generally prepare:

  1. Product photos.
  2. Brand and model.
  3. Product datasheet.
  4. User manual.
  5. Wireless module datasheet.
  6. Remote controller datasheet, if applicable.
  7. Operating frequency.
  8. Transmission power.
  9. Antenna specifications.
  10. Country of manufacture.
  11. Manufacturer information.
  12. RF test report, if available.

If a product contains Bluetooth together with WiFi or RF remote control, technical documentation for all wireless technologies should be prepared.

Complete technical data helps determine testing and certification requirements more efficiently.

Can Several Models Use One Certificate?

Whether several models can be covered under one Certificate depends on their technical similarities.

Similar appearance, color, or product name alone may not be sufficient.

Important parameters to compare include:

  1. Brand and type.
  2. Wireless module.
  3. Frequency.
  4. Transmission power.
  5. Antenna.
  6. Wireless functions.
  7. Country of manufacture.
  8. Technical configuration.

Regulation Number 3 of 2024 contains specific provisions that may allow one Certificate to cover more than one variant when the relevant regulatory criteria are fulfilled. JDIH Kemkomdigi

Each group of models should therefore be assessed before determining the certification approach.

Postel Certification Process for Wireless Toys

The certification process generally begins with a technical assessment.

The process may include:

  1. Collecting product documentation.
  2. Identifying all wireless technologies.
  3. Reviewing frequency and transmission power.
  4. Reviewing wireless modules and antennas.
  5. Reviewing the remote controller, if applicable.
  6. Identifying applicable technical standards.
  7. Determining testing requirements.
  8. Preparing certification documents.
  9. Conducting testing when required.
  10. Submitting the DJID/SDPPI Certification application.
  11. Certificate issuance after all requirements are fulfilled.

For Short Range Devices, relevant technical requirements include Minister of Communication and Informatics Decision Number 260 of 2024. Its scope includes Bluetooth, NFC, RFID, LR-WPAN, devices with transmission power below 10 mW, and other SRD categories. Postel

Certification Validity and Postel Labeling

Under Regulation Number 3 of 2024, a Certificate itself does not have an expiration date, although separate provisions apply to manufacturing, assembly, and importation activities carried out under the Certificate.

Companies should therefore consider the Certificate issuance date when products will continue to be imported or marketed over the long term.

Certified products are also subject to labeling requirements. The regulated format includes the Certificate number and PLG ID, QR Code, and warning sign where applicable. JDIH Kemkomdigi

Importance of Assessment Before Importation

Pre-import assessment helps companies understand product requirements before goods are shipped to Indonesia.

This is important because two toys with similar functions may use different wireless modules or radio configurations.

An initial assessment can help determine:

  1. DJID/SDPPI Certification requirements.
  2. Wireless technologies used.
  3. Frequency and transmission power.
  4. Testing requirements.
  5. Required documentation.
  6. Possibility of grouping several models.
  7. Labeling requirements.

Assessment also helps companies identify which technical documents should be requested from manufacturers before starting the certification process.

Difference Between Postel Certification and Toy Certification

Postel Certification and toy product requirements are separate regulatory aspects.

Postel/DJID Certification relates to telecommunications and wireless functions. Toy requirements relate to product safety, quality, and other standards applicable to the toy category.

A wireless-enabled toy may therefore be subject to requirements from both areas.

Postel Certification does not replace toy safety or other applicable toy requirements, and compliance with toy standards does not automatically replace telecommunications certification requirements for wireless functions.

Conclusion

Postel Certification for wireless-enabled toys needs to be assessed based on the communication technologies incorporated into the product.

Bluetooth, WiFi, RF remote control, operating frequency, transmission power, wireless modules, antennas, and product configuration are important elements of the assessment.

By conducting an assessment before importation, companies can determine certification, testing, technical documentation, model grouping, and labeling requirements more accurately.
