However, the requirement for Postel or DJID/SDPPI Certification cannot be determined solely from the product name “Bluetooth toy.” The determination needs to consider the device’s technical specifications, including operating frequency, transmission power, Bluetooth module, antenna, and device configuration.
The current certification requirements for telecommunications equipment and/or devices refer to Minister of Communication and Informatics Regulation No. 3 of 2024 concerning Certification of Telecommunications Equipment and/or Devices. This regulation is one of the legal bases for telecommunications device certification in Indonesia.
Are Bluetooth Toys Required to Obtain Postel Certification?
The question of whether a Bluetooth toy requires Postel Certification needs to be answered based on the technical characteristics of the product.
Bluetooth is a wireless radio communication technology. Under Minister of Communication and Informatics Regulation No. 2 of 2023 concerning Radio Frequency Spectrum Use Based on Class License, Bluetooth IEEE 802.15.1 is included in the Short Range Device (SRD) group.
However, the use of Bluetooth or classification as an SRD cannot automatically be interpreted as an exemption from device certification. Spectrum usage requirements and device certification requirements are separate aspects that need to be assessed.
Therefore, for Bluetooth toys that will be imported or marketed in Indonesia, an assessment of the product specifications is required to determine whether the product is subject to certification and which technical standards apply.
2.4 GHz Bluetooth Toys
Most Bluetooth devices operate in the 2.4 GHz frequency band. Therefore, many Bluetooth toys also have 2.4 GHz specifications.
However, the use of the 2.4 GHz frequency alone is not sufficient to determine whether Postel Certification is required. The assessment still needs to consider:
- Wireless technology used.
- Bluetooth version.
- Operating frequency.
- Transmission power.
- Bandwidth.
- Modulation.
- Antenna.
- Bluetooth module.
- Device configuration.

What Needs to Be Checked for Postel Certification of Bluetooth Toys?
Before determining the certification process, the product’s technical information should first be collected.
The main information that should be prepared includes:
1. Bluetooth Module
Information regarding the Bluetooth module is important because the module performs the radio communication function.
The information that may be reviewed includes the module name or model number, manufacturer, Bluetooth version, and RF specifications.
2. Operating Frequency
Frequency information is required to determine the frequency band used by the device.
3. Transmission Power
Transmission power is one of the important parameters in determining the characteristics of a radio device.
4. Antenna
The antenna type and specifications also need to be assessed because they are related to the RF transmission characteristics of the device.

6. Test Report
If the manufacturer already has a test report for the Bluetooth module or related product, the document may be used as supporting documentation for the assessment.
Bluetooth Toys with Low Transmission Power
Some Bluetooth devices have relatively low transmission power because they are designed for short-range communication.
Minister of Communication and Informatics Regulation No. 2 of 2023 regulates radio frequency spectrum use based on Class License, including SRD devices and certain technical parameters.
However, low transmission power should not be used as the sole basis for concluding that a product does not require certification. The certification status still needs to be determined based on the applicable telecommunications equipment and/or device certification requirements and the overall characteristics of the device.
Difference Between Bluetooth Toys and Ordinary Toys
Ordinary toys without radio communication functions need to be assessed according to the requirements applicable to those products.
Bluetooth toys, on the other hand, have an additional wireless communication function. Therefore, in addition to the toy product itself, the telecommunications component incorporated into the product also needs to be assessed.
For example, a toy car operated only through a conventional mechanism is different from a toy car that can be controlled through a smartphone using Bluetooth.
For Bluetooth-enabled products, the wireless function needs to be assessed.

To conduct an initial Postel Certification assessment for Bluetooth toys, the following documents should preferably be prepared:

The Bluetooth technology used in the product is then assessed. Information from the Bluetooth module, datasheet, and other technical documents is used to identify the radio characteristics of the device.
Parameters such as frequency, transmission power, bandwidth, modulation, and antenna are then assessed against the applicable technical requirements.
If the device falls into a category subject to Technical Standards, the process can continue with testing and certification application according to the applicable requirements.
Minister of Communication and Informatics Regulation No. 3 of 2024 regulates certification of telecommunications equipment and/or devices and compliance with Technical Standards through the mechanisms established in the regulation.
Does a Certified Bluetooth Module Automatically Mean That the Toy Does Not Need Certification?
This cannot be concluded automatically.
The use of a Bluetooth module that has already been certified or tested does not automatically mean that the complete toy product satisfies all applicable certification requirements.
This depends on how the module is integrated into the product, including antenna configuration, transmission power, RF design, and the characteristics of the device after integration.
Therefore, the status of the module and the status of the final product need to be assessed separately according to the applicable requirements.
Risks of Importing Bluetooth Toys Without Assessment
Importers should conduct an assessment before the product is shipped to Indonesia.
This is important because if the product is classified as telecommunications equipment and/or a telecommunications device subject to certification requirements but is imported or marketed without fulfilling the applicable requirements, it may become subject to regulatory supervision.
Conducting the assessment at an early stage also helps importers determine which documents are required, whether testing is necessary, and which technical standards must be fulfilled.

Bluetooth toys should undergo a Postel/DJID assessment before being imported and marketed in Indonesia.
