Are Bluetooth-Enabled Toys Required to Have Postel Certification?
Postel Certification requirements cannot be determined solely because the product is categorized as a toy.
The Bluetooth function and technical configuration need to be assessed. A toy without wireless functionality has different characteristics from a toy using Bluetooth to receive commands, exchange data, or connect with an application.
Information normally reviewed includes:
- Bluetooth version.
- Operating frequency.
- Transmission power.
- Bluetooth module.
- Antenna.
- Product brand and type.
- Country of manufacture.
- Bluetooth function.

Bluetooth Functions in Toys
Bluetooth may serve several different functions in a toy.

For this reason, an assessment should not rely only on a “Bluetooth” statement on the product packaging.

Bluetooth Frequency and Transmission Power
Frequency and transmission power are important elements of a Postel assessment.

Technical information normally reviewed includes:
- Frequency range.
- RF output power.

- Modulation.

- Antenna gain.
- Bluetooth module model.
Low transmission power does not automatically mean that a product is exempt from certification. The specifications still need to be reviewed against the applicable technical and certification requirements.

The Bluetooth module datasheet is therefore an important document because it may provide information such as:

A Bluetooth module certificate may serve as supporting documentation, but it does not automatically mean that the complete toy product has fulfilled all certification requirements.
Integration of the module into the final product may involve the antenna, RF output power, firmware, enclosure, and other technical configurations.
The assessment should therefore consider:
- Whether the module model is identical.
- Whether the antenna remains the same.
- Whether output power has changed.
- Whether the RF configuration has changed.
- Whether additional wireless functions are present.
- Whether the final product meets the applicable certification requirements.
Reviewing the final product remains important before determining the appropriate Postel/DJID Certification process.
Toys with Bluetooth and WiFi
Some toys contain more than one wireless technology.

If the product datasheet does not contain sufficient RF information, a module datasheet or RF test report from the manufacturer may help complete the assessment.
Can Several Models Use One Certificate?
Whether several models or variants can be covered under one Certificate needs to be determined based on their technical characteristics.
Similar appearance, color, or toy functions alone are not sufficient.
Important parameters to compare include:
- Brand and type.
- Bluetooth module.
- Frequency.
- Transmission power.
- Antenna.
- Country of manufacture.
- Telecommunications functions.
- Wireless configuration.
Minister of Communication and Informatics Regulation Number 3 of 2024 contains specific provisions that may allow one Certificate to cover more than one variant for certain devices with transmission power below 10 mW and only one identical telecommunications feature, provided all specified conditions are fulfilled. Each group of models should therefore be assessed before determining the certification approach.
Postel Certification Process for Bluetooth Toys
The Postel/DJID Certification process generally begins with a technical assessment of the product.
The process may include:
- Collecting product documentation.
- Identifying the Bluetooth module.
- Reviewing frequency and transmission power.
- Reviewing the antenna.
- Identifying applicable technical standards.
- Determining testing requirements.
- Preparing certification documents.
- Conducting testing when required.
- Submitting the DJID/SDPPI Certification application.
- Certificate issuance after the applicable requirements are fulfilled.
Minister of Communication and Informatics Regulation Number 3 of 2024 provides for compliance with Technical Standards through testing and certification. JDIH Kemkomdigi
For Short Range Devices, including Bluetooth, the relevant technical standards include Ministerial Decision Number 260 of 2024. Sertifikasi Postel
Certification Validity and Postel Labeling
Under Minister of Communication and Informatics Regulation Number 3 of 2024, the Certificate itself does not have an expiration date. However, the Certificate holder may manufacture, assemble, or import telecommunications equipment/devices for trade and/or use in Indonesia for up to three years from the Certificate issuance date. Further activities after that period are subject to the applicable provisions concerning technical compliance and a new Certificate. JDIH Kemkomdigi
Certified products also need to comply with labeling requirements.
The regulated label format includes:
- Certificate number.
- PLG ID.
- QR Code.
- Warning sign where applicable.

Importance of Assessment Before Importation
Pre-import assessment helps companies understand regulatory requirements before products are shipped to Indonesia.
This is important because two toys with similar functions may use different Bluetooth modules, output power levels, antennas, or wireless configurations.
An initial assessment can help determine:
- DJID/SDPPI Certification requirements.
- Bluetooth module suitability.

- Required documentation.
- Possibility of grouping several variants.
- Labeling requirements.

Difference Between Postel Certification and Toy Certification
Postel Certification and toy product requirements are separate regulatory aspects.
Postel/DJID Certification concerns telecommunications or wireless functions incorporated into the product. Toy requirements concern safety and other standards applicable to toy products.
A Bluetooth-enabled toy may therefore be subject to requirements from both areas.
Postel Certification does not replace toy safety or other applicable toy requirements. Likewise, compliance with toy standards does not automatically replace telecommunications certification requirements for the Bluetooth function.
