A wireless mouse communicates with a computer, laptop, tablet, or other device without a physical data cable. Common technologies include Bluetooth and proprietary RF communication through a USB receiver or dongle, including many products marketed as 2.4 GHz wireless mice.

Do Wireless Mice Require DJID Certification?
A wireless mouse should be distinguished from a conventional wired USB mouse.
A wired mouse without radio communication does not have the same telecommunications characteristics as a Bluetooth or proprietary RF mouse.
For wireless products, the assessment should identify the radio technology, operating frequency, transmission power, wireless module, antenna, and receiver configuration.
This technical information helps determine the applicable DJID/SDPPI Certification requirements.
Bluetooth Wireless Mice
Bluetooth mice can normally connect directly to laptops, tablets, or computers with integrated Bluetooth.
Minister of Communication and Informatics Decision Number 260 of 2024 establishes Indonesia’s Technical Standards for Short Range Devices and defines Bluetooth IEEE 802.15.1 as short-range data communication technology operating in the 2400–2483.5 MHz band. The decision continues to be listed in DJID’s official regulatory database. Sertifikasi Postel
The assessment should identify the Bluetooth version, operating frequency, output power, module, and antenna configuration.
Wireless Mice with USB Receivers
Many wireless mice use proprietary RF communication through a small USB receiver.
The mouse transmits data wirelessly to the receiver, which is connected to the computer through USB.
Even though the dongle may be very small, it forms part of the wireless communication system.
The assessment should therefore include both the mouse and its receiver, including the RF technology, frequency range, chipset or module, and communication configuration.
Dual-Mode Wireless Mice
Some products support both Bluetooth and proprietary 2.4 GHz RF communication.
A user may connect the mouse directly through Bluetooth or use the supplied USB receiver.
Where both modes are available, both radio technologies should be identified.
The assessment should determine whether they use the same or separate chipsets, their operating frequencies, output power levels, antennas, and firmware configurations.
A dual-mode mouse should therefore not be evaluated solely from one connection mode.
Frequency and Transmission Power
Operating frequency and transmission power are important radio parameters.
This information is generally available in the RF report, module datasheet, or manufacturer technical specifications.
For Bluetooth, Decision Number 260 of 2024 identifies the 2400–2483.5 MHz frequency range. Proprietary wireless communication should be assessed against the actual technical characteristics of the product. Sertifikasi Postel
A marketing description such as “2.4G Wireless Mouse” should not replace detailed technical documentation.
Does Low Power Mean the Mouse Is Exempt?
Not automatically.
Regulation Number 3 of 2024 contains a specific provision for certain other equipment with a telecommunications feature using transmission power below 10 mW and only one identical telecommunications feature. Where all criteria are satisfied, one Certificate may cover more than one variant. JDIH Komdigi
This should not be interpreted as a general exemption for every wireless mouse operating below 10 mW.
The actual radio configuration still needs to be assessed.
Does the USB Receiver Need to Be Reviewed?
Yes.
The receiver is part of the complete wireless system.
Some receivers communicate with only one mouse, while others can support a mouse and keyboard or several compatible peripherals.
Technical assessment should identify the receiver model, communication protocol, operating frequency, and relevant RF specifications.
Where the product is sold as a mouse-and-keyboard combo, the complete set should be reviewed.
HS Code for Computer Mice
Current tariff nomenclature lists HS 8471.60.40 for X-Y coordinate input devices, including mice, light pens, joysticks, track balls, and touch-sensitive screens. JDIH Kemendag
However, customs classification and DJID Certification address different issues.
The HS Code identifies the goods for customs purposes, while telecommunications certification depends on the radio functions incorporated into the product.
A wired mouse, Bluetooth mouse, and proprietary RF mouse may therefore share the same general customs classification while having different telecommunications characteristics.
Final HS classification should still be confirmed against the exact goods being imported.
Documents to Prepare Before Importation
Importers should ideally obtain technical documents from the manufacturer before commercial shipment.
The main documents normally include:
- Product and USB receiver photos.
- Brand and model.
- Product datasheet and user manual.
- Bluetooth or RF module datasheet.
- Operating frequency and transmission power.
- RF test report, where available.
The manufacturer and country of manufacture should also be confirmed.
For dual-mode mice, technical information covering both Bluetooth and proprietary RF should be available.
RF Test Reports
An RF test report can provide useful information on operating frequency, output power, bandwidth, modulation, emissions, and other radio characteristics.
However, the report should correspond to the actual mouse or radio module used in the final product.
Regulation Number 3 of 2024 provides that conformity with applicable Technical Standards is established through testing and demonstrated through certification. JDIH Komdigi
CE, FCC, or other foreign documentation therefore does not automatically constitute DJID/SDPPI Certification.
Is a Certified Bluetooth Module Sufficient?
Not necessarily.
An existing module certificate or laboratory report may support the assessment, but the complete product still needs to be reviewed.
Final integration can affect antennas, firmware, output power, and enabled radio functions.
The module documentation should therefore be compared with the actual mouse configuration.
The same principle applies to proprietary RF modules or chipsets.
Can Several Mouse Models Use One Certificate?
Potential model grouping should be determined from technical similarities.
Different colours or enclosure designs do not necessarily mean the radio configuration has changed. Conversely, two visually similar mice may contain different RF chipsets or antennas.
The assessment should compare the wireless technology, module, frequency, transmission power, antenna, model information, and country of manufacture.
Regulation Number 3 of 2024 provides a specific mechanism under which one Certificate may cover more than one variant for certain configurations when the regulatory criteria are fulfilled. JDIH Komdigi
This should be assessed before the application is submitted rather than assumed from product appearance.
Import Process for Wireless Mice
For commercial shipments, technical assessment should ideally be completed before a large purchase order or shipment is made.
The process generally begins with identifying the exact product and HS Code, reviewing Bluetooth or proprietary RF functions, checking the USB receiver, and examining available test documentation.
The applicable Technical Standards and testing requirements can then be determined before proceeding with DJID/SDPPI Certification.
Regulation Number 3 of 2024 is the current certification framework and repealed Regulation Number 16 of 2018. JDIH Komdigi
Certificate Period for Importation
Under Regulation Number 3 of 2024, the Certificate itself does not expire.
However, the Certificate holder may manufacture, assemble, or import the relevant equipment for trade and/or use in Indonesia for up to three years from the Certificate issuance date. JDIH Komdigi
If those activities continue beyond that period, the applicable Technical Standard compliance and new-certificate provisions need to be followed.
Companies importing the same mouse models repeatedly should therefore monitor the Certificate issuance date.
DJID Labeling for Wireless Mice
Certified products are also subject to labeling requirements.
The annex to Regulation Number 3 of 2024 provides a format including the Certificate number and PLG ID, QR Code, and warning sign. The size and presentation may be adapted to the labeling medium as long as the required information remains readable. JDIH Komdigi
Because mice and particularly USB receivers can be physically small, regulatory labeling should be considered before mass production and shipment.
Wireless Mouse and Keyboard Combos
Some products are imported as a set containing a wireless mouse, wireless keyboard, and one USB receiver.
The complete product configuration should be identified during assessment.
It is important to determine whether the mouse and keyboard share the same receiver, radio frequency, chipset, and wireless protocol.
Certification of one component should not automatically be assumed to cover every device supplied in the package.
Technical documentation for the mouse, keyboard, and receiver should therefore be available.
Importance of Pre-Shipment Assessment
Wireless mice are often produced in several variants under very similar commercial names.
One product family may contain Bluetooth-only, 2.4 GHz receiver, and dual-mode versions. Manufacturers may also use different chipsets or wireless configurations for different markets or production batches.
Pre-shipment assessment helps identify certification requirements, RF documentation, model-grouping possibilities, manufacturer documents, and labeling requirements before the goods reach Indonesia.
It also helps reduce inconsistencies between the actual product, invoice, packaging, datasheet, test report, and DJID/SDPPI Certificate.

Importing wireless mice into Indonesia requires attention to the radio functions incorporated into the product.
Bluetooth mice, mice using USB receivers, and dual-mode wireless mice may have different radio configurations, so operating frequency, transmission power, modules, antennas, receivers, and test reports need to be reviewed.
