Importing LED lighting products into Indonesia requires preparation in terms of importer legality, product classification, technical standards, certification, and energy efficiency requirements before the products can be marketed. Certification information referring to ESDM requirements lists self-ballasted LED lamps and self-ballasted LED tubular lamps under SNI IEC 62612:2016, while LED luminaires use SNI IEC/PAS 62717:2015 in the context of SKEM.

Are Imported LED Lamps Required to Meet SNI?

SNI requirements for LED lighting products need to be assessed according to the product classification and applicable scope. One provision specifically governing self-ballasted lamps is Minister of Industry Regulation No. 10 of 2018 concerning Conformity Assessment Bodies for the Mandatory Implementation and Supervision of SNI for Self-Ballasted Lamps. The regulation is still listed as active and governs Product Certification Bodies (LSPro) and testing laboratories responsible for self-ballasted lamp certification and testing.

Under this regulation, accredited LSPros conduct certification of self-ballasted lamps according to SNI 04-6504-2001, while accredited testing laboratories conduct testing according to the same standard.

However, companies should not automatically apply one requirement to every type of LED lamp. Changes in regulations and technical standards make product identification very important.

For example, an LED lamp shaped like a bulb with an integrated control circuit may have different requirements from an LED luminaire consisting of an LED module and a luminaire assembly.

SKEM for LED Lighting Products

In addition to SNI requirements, LED lighting importers need to consider the Minimum Energy Performance Standard (SKEM). Minister of Energy and Mineral Resources Regulation No. 14 of 2021 governs the application of SKEM to energy-consuming equipment marketed in Indonesia. The regulation aims to encourage energy efficiency while providing consumers with information regarding the energy performance of products.

Under the regulation, domestic manufacturers and importers intending to market energy-consuming equipment must implement SKEM. Implementation may be carried out by placing the SKEM mark or Energy Saving Label according to the applicable requirements.

Therefore, LED lighting importers should not only consider import documentation and SNI but also determine whether the product falls within the equipment category subject to SKEM requirements.

For self-ballasted lamps, the existing SNI certification regulation also identifies SNI 04-6504-2001 as the basis for mandatory self-ballasted lamp certification. Minister of Industry Regulation No. 10 of 2018 specifically regulates conformity assessment procedures for self-ballasted lamps under that standard.

Because several regulatory requirements may apply, importers must first determine the lamp type and product function. Standards should not be identified solely based on marketing terms such as “LED bulb” or “LED lamp.”

Import Requirements for LED Lighting Products

In addition to technical certification, importers must comply with general import requirements in Indonesia. Companies need to ensure that their business legality and importer status are properly established before the goods are shipped from the country of origin.

Stages of Certification for Imported LED Lighting Products

Product Identification

The first stage is to identify the LED lighting product that will be imported. The importer needs to provide complete product information, including model, power, voltage, fitting type, lamp shape, construction, driver, and product application.

This stage is particularly important because one company may have many LED lamp models with different specifications.

Standard and Regulatory Assessment

Once the product information is available, the relevant standards and regulations are assessed. The assessment may include SNI requirements, SKEM, energy certification, and other product-related requirements.

At this stage, it is also necessary to determine whether each model falls within the same certification scope or requires separate treatment.

Document Preparation

After the requirements have been identified, the importer and overseas manufacturer prepare the required documents.

Technical documentation should be consistent across the datasheet, product label, test report, sample, and certification documents. Differences in information can make the evaluation process longer.

Product Testing

LED lamp samples may then be tested according to the applicable standards. Testing parameters depend on the product type and certification scheme.

Testing may cover safety aspects, electrical characteristics, lamp performance, and energy efficiency parameters according to applicable requirements.

Certification and Registration

After the test results meet the requirements, the process can proceed to certification and issuance of the required documents.

For certain electrical-related products, the Ministry of Energy and Mineral Resources also explains that an SPPT SNI issued by the Director General may serve as one of the requirements for obtaining NPB and NRP from the Ministry of Trade.

The exact certificates and registrations required must still be determined based on the product classification and applicable regulations.

Does Every LED Lamp Model Require Separate Certification?

It cannot be automatically concluded that all LED lamps from one brand can be covered by a single certificate. The number of models covered by certification depends on the certification scheme, similarity of construction, type, specifications, and the requirements of the relevant LSPro or institution.

For example, differences in power ratings such as 7 watts, 9 watts, 12 watts, and 15 watts need to be assessed to determine whether they can remain within one certification group or must be treated as different models.

The same applies when there are differences in voltage, lamp shape, driver, fitting, construction, or other technical characteristics.

Therefore, importers should prepare a product list before submitting a certification application. The product list can be used to determine the models, variants, and specifications to be included in the application.

What Should Be Considered Before Importing?

One common mistake is for companies to place large-volume orders before confirming certification requirements. For products subject to standards or energy efficiency requirements, this can create problems if the products already manufactured do not comply with Indonesian requirements.

Importers should request samples or technical documents from the overseas manufacturer first. Product specifications should also be consistent with the documentation used during the certification process.

  3. Input voltage.
  4. Frequency.
  5. Fitting type.
