What Is DJID/SDPPI Certification for Children’s Toys?

Children’s toys today are not limited to simple mechanical products, as many are equipped with wireless communication technologies such as Bluetooth, WiFi, radio control, remote control, or other wireless connectivity. Examples include remote-control cars, children’s robots, smart toys, toys controlled through smartphones, interactive educational toys, and toys that use Bluetooth to connect products with applications. When such toys use telecommunications functions or utilize radio frequency spectrum, DJID/SDPPI certification aspects need to be assessed before the products are imported, manufactured, assembled, or traded in Indonesia.

Certification of telecommunications equipment and/or telecommunications devices currently refers to Minister of Communication and Informatics Regulation Number 3 of 2024 concerning Certification of Telecommunications Equipment and/or Telecommunications Devices. This regulation serves as the basis for telecommunications device certification and replaced the previous provisions under Minister of Communication and Informatics Regulation Number 16 of 2018. Under this regulation, devices that comply with Technical Standards are evidenced by a Certificate.

Therefore, the certification obligation for children’s toys cannot be determined solely based on their product name or category as “toys”. More importantly, it must be determined whether the product has telecommunications features or radio transmitters and what the technical characteristics of those features are.

Are Children’s Toys Required to Have DJID/SDPPI Certification?

Not all children’s toys are automatically required to have a DJID/SDPPI Certificate. The obligation needs to be determined based on the product’s technical specifications, particularly when the toy uses wireless technology to transmit or receive information.

Minister of Communication and Informatics Regulation Number 3 of 2024 stipulates that compliance with Technical Standards is carried out for each brand, device type, and country of manufacture through testing. Devices that comply with the Technical Standards are then evidenced by a Certificate.

Therefore, children’s toys that only have mechanical functions and do not use radio communication generally do not fall within the scope of telecommunications device certification. Conversely, if a toy has Bluetooth, WiFi, radio control, or other wireless features, the product needs to undergo an assessment to determine the applicable certification requirements.

Children’s Toys with Bluetooth

Bluetooth is one of the technologies commonly used in modern children’s toys. This technology can be used to connect toys with smartphones, tablets, remote controllers, applications, or other devices.

Under Minister of Communication and Informatics Regulation Number 2 of 2023 concerning the Use of Radio Frequency Spectrum Based on Class License, Bluetooth IEEE 802.15.1 is included in the Short Range Device or SRD group. The regulation also regulates the use of radio frequency spectrum based on class license and applicable technical requirements.

Therefore, the presence of Bluetooth in a children’s toy does not mean that the product is automatically exempt from certification. Instead, the use of Bluetooth becomes one of the important parameters that needs to be examined in a DJID/SDPPI assessment.

Children’s Toys with WiFi

In addition to Bluetooth, some children’s toys use WiFi to provide internet connectivity or communication with applications. Examples include smart toys, educational robots, toy cameras, interactive toys, and other children’s products that can be controlled through smartphones.

WiFi generally uses Wireless Local Area Network or WLAN technology. Minister of Communication and Informatics Regulation Number 2 of 2023 includes IEEE 802.11 or WLAN standards in the RLAN group. Devices using spectrum based on a class license still need to comply with applicable technical and certification requirements.

Therefore, children’s toys with WiFi also need to be assessed based on their wireless module, frequency used, transmission power, bandwidth, antenna, and device configuration.

Remote-Control and Radio-Controlled Children’s Toys

Remote-controlled toys are one of the categories that commonly use radio communication technology. Examples include remote-control cars, remote-control boats, toy aircraft, robots, toy helicopters, and various other toy vehicles.

For such products, the assessment does not only consider the physical form of the toy, but also the communication system between the remote controller and the toy unit. Several parameters that need to be examined include radio frequency, transmission power, modulation method, bandwidth, antenna type, communication technology, and transmitter and receiver characteristics.

If the toy and remote controller use radio communication, the telecommunications device aspects need to be examined before the product is marketed. This assessment is important to ensure that the device complies with applicable Technical Standards and does not interfere with the use of radio frequency spectrum.

Examples of Children’s Toys That Need to Be Assessed

Several types of children’s toys that require attention from the DJID/SDPPI perspective include:

  1. Remote-control cars that use radio transmitters.
  2. Children’s robots controlled through Bluetooth or WiFi.
  3. Educational toys connected to smartphones.
  4. Smart toys that use internet connectivity.
  5. Children’s toys with Bluetooth speakers or Bluetooth controllers.
  6. Aircraft, drones, helicopters, or toy vehicles using wireless communication.
  7. Interactive children’s toys using applications through Bluetooth or WiFi connections.
  8. Children’s toys using radio frequency-based remote controllers.

However, this list does not mean that every product in these categories necessarily has the same certification requirements. Each product still needs to be examined based on its specifications and technical configuration.

Documents Required for DJID/SDPPI Assessment of Children’s Toys

To determine certification requirements and testing requirements, several product information items generally need to be prepared. These documents and data can be used to conduct an initial examination of the telecommunications features contained in the toy.

The documents generally required include:

  1. Product photos from various sides.
  2. Product and packaging label photos.
  3. Product brand and type/model.
  4. Country of manufacture.
  5. Product datasheet.
  6. User manual or instruction manual.
  7. Bluetooth, WiFi, RF, or other wireless specifications.
  8. Information on the wireless module used.
  9. Operating frequency.
  10. Transmission power or transmit power.
  11. Antenna type and specifications.
  12. Chipset or wireless module information.
  13. Block diagram or communication diagram, if available.
  14. Test report from the module or device, if available.
  15. Remote controller information if the product uses a remote control.

Complete data is very helpful in determining whether the toy is a device that must be certified and what Technical Standards need to be applied.

Is a Bluetooth or WiFi Module Certificate Sufficient?

One common misunderstanding is assuming that if the Bluetooth or WiFi module used has already obtained certification, the toy using that module automatically does not need certification.

This cannot be concluded directly. Device certification is carried out by considering the device type and compliance with Technical Standards. Minister of Communication and Informatics Regulation Number 3 of 2024 stipulates compliance with Technical Standards based on the brand, type, and country of manufacture of the device.

Therefore, if a wireless module has already been certified but is then integrated into a toy with a particular configuration, antenna, transmission power, or technical characteristics, the final product configuration still needs to be examined.

An assessment is required to determine whether the certificate held by the module can be used in the context of the final product or whether the toy as a marketed device requires a separate certification process.

DJID/SDPPI Certification Process for Children’s Toys

The certification process can begin by identifying the product and examining its technical specifications. This stage is important because trade names such as “Bluetooth Toy”, “Smart Toy”, or “Remote Control Toy” are not sufficient to determine certification requirements.

In general, the process can be carried out through several stages:

  1. Identify the product brand, type, model, and country of manufacture.
  2. Check whether the toy has Bluetooth, WiFi, RF, radio control, or other wireless technology.
  3. Identify frequency, transmission power, bandwidth, antenna, and other technical parameters.
  4. Determine the relevant Technical Standards.
  5. Prepare technical documents and specifications.
  6. Conduct testing when required.
  7. Submit the Certificate application.
  8. Fulfill the labeling requirements after the Certificate is issued.

Minister of Communication and Informatics Regulation Number 3 of 2024 states that testing for compliance with Technical Standards is conducted by domestic and/or foreign test laboratories designated in accordance with applicable provisions. The Certificate is then issued as evidence of compliance with the Technical Standards.

Validity Period of DJID/SDPPI Certification

Under Minister of Communication and Informatics Regulation Number 3 of 2024, the Certificate does not have a time limit. However, there are provisions regarding the use of the Certificate for manufacturing, assembling, or importing devices for trade and/or use in Indonesia for a maximum of three years from the date the Certificate is issued. After that period, further provisions need to be considered if the product will continue to be imported or marketed.

This is important for children’s toy importers because the Certificate is not only related to the testing process but also to the activity of bringing products into Indonesia.

DJID/SDPPI Certification Label on Children’s Toys

Children’s toys that have obtained a Certificate also have obligations related to labeling. Minister of Communication and Informatics Regulation Number 3 of 2024 regulates telecommunications device labels, which include the Certificate number and PLG ID, QR Code, and warning sign according to the prescribed format. Labels may be attached by printing, affixing, attaching, or digitally in accordance with applicable provisions.

For relatively small toy products, label placement needs to be planned so that the information remains readable and complies with applicable requirements.

DJID/SDPPI Certification Costs for Children’s Toys

The issuance of a telecommunications equipment and/or telecommunications device Certificate is subject to a fee classified as Non-Tax State Revenue or PNBP. The applicable fee follows the PNBP provisions in force for the relevant sector.

In addition to the Certificate issuance fee, certain processes may involve testing costs or other costs related to fulfilling technical requirements. Therefore, cost estimation should preferably be conducted after the product specifications, wireless technology, type, country of manufacture, and testing requirements are known.

Importance of Assessment Before Importing Children’s Toys

Conducting an assessment before the product is imported can help avoid problems when the product is already in the import process or is about to be marketed. An early assessment can determine whether the toy requires certification, what technical documents must be prepared, which standards apply, and whether the wireless module used is appropriate.

In addition, Minister of Communication and Informatics Regulation Number 3 of 2024 regulates supervision through examination of Certificates, labels, and conformity of devices manufactured, assembled, or imported for trade or use in Indonesia with the Technical Standards referenced by the Certificate.

Therefore, manufacturers and importers should not only pay attention to the product specifications from the toy functionality perspective, but also consider the radio communication aspects used by the product.

Toys using Bluetooth, WiFi, remote control, radio frequency, or other wireless technologies need to undergo an assessment to determine certification obligations and applicable Technical Standards.
