Postel Certification Services for Toy Keyboards

DJID/SDPPI certification services for toy keyboards with Bluetooth, wireless microphones, applications, and other wireless functions in Indonesia.

A toy keyboard may be a simple electronic musical toy containing only keys, speakers, lights, and locally stored sounds. More advanced products, however, can incorporate Bluetooth, wireless microphones, smartphone applications, WiFi, or other radio technologies.

Where a toy keyboard incorporates active wireless communication, its Postel/DJID Certification requirements should be assessed based on the exact product configuration, including operating frequency, transmission power, wireless modules, transmitters, receivers, antennas, firmware, and RF test reports.

Indonesia’s principal telecommunications-equipment certification framework remains Minister of Communication and Informatics Regulation Number 3 of 2024, which is currently in force and replaced Regulation Number 16 of 2018. JDIH Kemkomdigi

Do Toy Keyboards Require Postel Certification?

Not every toy keyboard has the same Postel requirements.

A keyboard containing only internal sounds, speakers, buttons, and lights has a different configuration from a product containing active wireless communication.

Assessment becomes relevant where the keyboard incorporates Bluetooth, WiFi, wireless microphones, proprietary RF, or other radio technologies.

The commercial description “toy keyboard” or “electronic keyboard” is therefore not sufficient on its own to determine certification requirements.

Toy Keyboards with Bluetooth

Bluetooth is increasingly used in electronic toy keyboards.

It may allow smartphones to stream audio through the keyboard speaker, connect to an educational application, or support other interactive functionality.

Minister of Communication and Informatics Decision Number 260 of 2024 establishes the Short Range Device Technical Standards and defines Bluetooth IEEE 802.15.1 as short-range data communication operating in the 2400–2483.5 MHz band. The regulation remains listed in DJID’s official technical-regulation database. Postel Sertifikasi

The assessment should identify Bluetooth version, module or chipset, operating frequency, transmission power, antenna, and enabled radio functions.

Bluetooth Audio Functions

Some toy keyboards can also function as Bluetooth speakers.

A smartphone can transmit music to the keyboard, with the sound reproduced through its built-in speaker.

Although the product’s primary purpose remains musical play, the Bluetooth interface is still an active radio-communication function.

Manufacturer documentation should therefore provide information on the Bluetooth module, frequency, output power, antenna, and relevant test reports.

Toy Keyboards with Wireless Microphones

Toy keyboards are frequently supplied with microphones.

A conventional wired microphone does not create a radio connection between the microphone and keyboard.

A wireless microphone, however, can incorporate a transmitter while the keyboard contains the corresponding receiver.

Its operating frequency, transmission power, modulation, transmitter, receiver, and antenna configuration should therefore be reviewed.

Where a wireless microphone is supplied in the same commercial package, the complete radio system should be included in the assessment.

Bluetooth and Wireless Microphones in One Product

A toy keyboard can contain Bluetooth while also using a separate radio link for its wireless microphone.

These should not automatically be treated as one radio function.

Bluetooth may operate in the 2.4 GHz band while the microphone may use another frequency or radio technology.

Each wireless interface should therefore be mapped separately so that the applicable Technical Standard can be identified correctly.

Toy Keyboards with Smartphone Applications

Educational keyboards may use applications for learning modes, music games, song selection, or interactive exercises.

The existence of an application itself is not what determines the radio requirement.

The important issue is how the application communicates with the keyboard.

Bluetooth communication requires assessment of the Bluetooth interface, while WiFi connectivity needs a separate RLAN assessment.

Toy Keyboards with WiFi

WiFi is less common in simple toy keyboards but may be incorporated into advanced educational products with online content or cloud connectivity.

For RLAN functions, Minister of Communication and Digital Decision Number 12 of 2025 on class-licensed spectrum and Radio Local Area Network Technical Standards is currently in force. JDIH Kemkomdigi

Where both Bluetooth and WiFi are enabled, each radio should be included in the technical assessment.

Operating Frequency and Transmission Power

Operating frequency and transmission power are important parameters for wireless-device assessment.

However, transmission power cannot be considered independently from radio technology, modulation, bandwidth, antenna configuration, and the applicable Technical Standard.

A packaging description such as “2.4G” does not provide enough technical information.

The manufacturer should ideally provide the exact frequency range, output power, radio chipset or module, and supporting RF test report.

Below 10 mW Does Not Automatically Mean Exempt

The 10 mW figure is often misunderstood.

Regulation Number 3 of 2024 contains a specific provision for certain other equipment with telecommunications features below 10 mW and only one identical telecommunications feature. Under qualifying conditions, one Certificate may cover multiple variants. JDIH Kemkomdigi

This is a variant-coverage mechanism, not a general Postel Certification exemption.

A low-power wireless toy keyboard should therefore still be assessed according to its actual radio technology and applicable Technical Standard.

Is an Existing Bluetooth Module Report Sufficient?

Not necessarily.

A toy keyboard may use a Bluetooth module with an existing laboratory report or LHU.

This documentation can support certification, but the final keyboard still needs to be linked to the tested module configuration.

DJID’s current e-Sertifikasi requirements state that equipment relying on a module test report should provide a block diagram, a photograph showing the installed module location, and a declaration identifying the module and the final equipment. e-Sertifikasi

Antennas, firmware, output-power settings, and enabled radio functions should therefore also be reviewed.

RF Test Reports for Toy Keyboards

An RF test report provides evidence of the radio configuration that has been tested.

It may contain operating frequencies, transmission power, occupied bandwidth, modulation, unwanted emissions, and other technical parameters.

DJID’s current e-Sertifikasi requirements specify an LHU/test report issued by a designated domestic laboratory or a recognised overseas laboratory under the applicable framework. e-Sertifikasi

CE or FCC reports may support technical review, but they do not automatically replace Indonesian DJID/SDPPI Certification.

Documents for Postel Certification

For an initial assessment, businesses should generally prepare:

  • Photographs of the toy keyboard and wireless accessories.
  • Brand, model, datasheet, and user manual.
  • Bluetooth, WiFi, or RF module datasheets.
  • Operating frequency and transmission power.
  • RF test reports, where available.
  • Antenna and manufacturer information.

Where a wireless microphone is supplied, its technical documentation should also be prepared.

Current e-Sertifikasi requirements for a new Certificate also include NIB and OSS access for business applicants, test reports, technical specifications, a Declaration of Conformity, colour photographs showing the brand and model/type, and a declaration that the submitted information and documents are correct and complete. e-Sertifikasi

Multiple Toy Keyboard Models

Manufacturers may sell keyboards with different colours, numbers of keys, enclosure styles, or speaker arrangements.

Visual differences do not necessarily mean that the wireless configuration is different.

Conversely, almost identical keyboards may contain different modules, PCBs, antennas, firmware, or wireless microphones.

Model grouping should therefore be based on technical similarity, rather than appearance alone.

Our Postel Certification Process for Toy Keyboards

The process should begin with a technical assessment of the exact model intended for importation or commercial distribution.

Bluetooth, wireless microphones, WiFi, proprietary RF, operating frequencies, transmission power, modules, antennas, and all enabled wireless functions are identified.

Product datasheets and available RF test reports are then reviewed to determine the applicable Technical Standards and testing requirements.

For business applicants, Regulation Number 3 of 2024 provides that Certificate applications are submitted through OSS integrated with the Directorate General’s certification service facility. JDIH Kemkomdigi

Certificate Period and Import Activities

Under Regulation Number 3 of 2024, the Certificate itself is not time-limited.

However, the Certificate holder may manufacture, assemble, or import the equipment for trade and/or use in Indonesia for up to three years from the Certificate issuance date. Continued activity after that period requires renewed Technical Standard conformity and a new Certificate under the applicable provisions. JDIH Kemkomdigi

This should be considered by importers making recurring shipments of the same toy-keyboard model.

Labeling After Certification

Certified products are also subject to regulatory-marking requirements.

Regulation Number 3 of 2024 provides formats covering the Certificate number and PLG ID, QR Code, and Warning Sign. JDIH Kemkomdigi

Because toy keyboards may have limited free space and substantial decorative graphics, appropriate labeling areas should ideally be considered before mass production.

The product model, brand, packaging, and certified configuration should remain consistent.

Postel Certification and Toy-Safety Requirements

Postel/DJID Certification focuses on telecommunications and active wireless functions.

Toy-product safety requirements address a separate area of compliance.

Certification of Bluetooth, wireless microphones, WiFi, or proprietary RF therefore does not automatically replace applicable toy-safety or SNI requirements.

Likewise, compliance with toy-safety requirements does not automatically replace Postel Certification for wireless functions.

Why Pre-Import Assessment Matters

Toy keyboards with nearly identical external designs can use different radio configurations.

Manufacturers may replace Bluetooth modules, PCBs, antennas, firmware, or wireless microphones without significantly changing the appearance of the product.

Assessment before a large purchase order or shipment helps confirm the exact model, operating frequency, transmission power, modules, antennas, wireless accessories, and RF test reports.

This reduces the risk of inconsistencies between the actual product, technical documentation, packaging, and DJID/SDPPI Certificate.

Conclusion

Postel Certification services for toy keyboards help businesses determine DJID/SDPPI requirements for products incorporating Bluetooth, wireless microphones, WiFi, smartphone applications, or other RF technologies.

Not every electronic toy keyboard has the same certification requirements. A non-wireless keyboard should be distinguished from a product containing active radio communication.

For wireless models, the assessment should identify operating frequencies, transmission power, modules, antennas, transmitters, receivers, firmware, and RF test reports. Decision Number 260 of 2024 remains an important technical reference for Bluetooth and relevant Short Range Device technologies. Postel Sertifikasi

A technical assessment before importation or mass production can help businesses prepare testing, documentation, model grouping, labeling, and DJID/SDPPI Certification more accurately.
