Do Bluetooth Toys Require DJID Certification?
Certification requirements should not be determined solely because the product is categorized as a toy.
The actual Bluetooth communication functions need to be reviewed. A conventional electronic toy without radio communication has different characteristics from a product that pairs with a smartphone, exchanges data, or receives commands wirelessly.
Important technical information generally includes:
- Bluetooth version.
- Operating frequency.
- Transmission power.
- Bluetooth module.
- Antenna.
- Product brand and type.
- Country of manufacture.

The assessment should confirm that the actual module model and final product configuration match the available certification and test documentation.
The module certificate, module datasheet, and final product datasheet should therefore be reviewed together.
Are Low-Power Bluetooth Toys Automatically Exempt?
No general exemption should be assumed solely from low transmission power.
Regulation Number 3 of 2024 contains specific provisions for certain other equipment containing a telecommunications function below 10 mW and only one identical telecommunications feature. This is not a general exemption from DJID Certification for every Bluetooth toy operating below 10 mW.
The complete technical characteristics still need to be assessed.

Manufacturer information and country of manufacture should also be confirmed.
When the general product datasheet does not contain detailed Bluetooth specifications, the module datasheet or RF test report can provide the necessary technical information.
RF Test Reports for Bluetooth Toys
An RF test report may provide important technical evidence for the assessment.
Typical information includes operating frequency, RF output power, bandwidth, emissions, and other radio characteristics.
However, the report needs to match the product or module actually used in the final toy.
The module model, antenna, firmware, and radio configuration should therefore be compared with the product intended for importation.

Can Several Bluetooth Toy Models Use One Certificate?
Possibly, but model grouping should be based on technical characteristics.
Similar colors, shapes, or commercial functions do not automatically mean that several models can share one Certificate.
Important parameters include the brand and type, Bluetooth module, frequency, transmission power, antenna, wireless functions, country of manufacture, and final product configuration.

DJID Certification Process for Bluetooth Toys

DJID Certificate Validity
Regulation Number 3 of 2024 distinguishes between the Certificate itself and the period during which manufacturing, assembly, or importation activities may be carried out under that Certificate.

This is especially relevant for toy models intended to remain on the market for several years.
DJID Labeling for Bluetooth Toys
Certified products are also subject to labeling requirements.
The annex to Regulation Number 3 of 2024 provides a label format that includes:
- Certificate number and PLG ID.
- QR Code.
- Warning sign.

Because toys may have small or irregular surfaces, labeling should ideally be considered before mass production or commercial shipment.
Importance of Assessment Before Importation
Technical assessment should ideally be completed before Bluetooth toys are shipped to Indonesia.
Two products with nearly identical designs may use different Bluetooth chipsets, antennas, firmware configurations, or transmission power levels.
A pre-import assessment can help determine:

Toy requirements concern product safety, quality, and other requirements applicable to the toy category.
DJID Certification therefore does not automatically replace toy safety or other applicable product requirements.
Likewise, compliance with toy requirements does not automatically replace telecommunications certification requirements for Bluetooth functions.
