DJID Certification for Remote Control Cars

Guide to DJID/SDPPI Certification for remote control cars in Indonesia.

Remote control cars or RC cars use wireless communication between a controller and the vehicle. The remote controller generally functions as the transmitter, while the receiver installed in the car receives commands for movement, steering, speed control, and other functions.

Because RC cars use radio communication, DJID/SDPPI Certification requirements need to be assessed based on operating frequency, transmission power, transmitters, receivers, RF modules, antennas, and the overall wireless configuration.

Indonesia’s current telecommunications equipment and device certification framework is governed by Minister of Communication and Informatics Regulation Number 3 of 2024. The regulation remains in force and replaced Regulation Number 16 of 2018. JDIH Kemkomdigi

Do Remote Control Cars Require DJID Certification?

Certification requirements should not be determined solely because the product is classified as an RC toy.

The actual wireless communication system needs to be assessed. Two remote control cars with almost identical appearances may use different RF modules, frequencies, transmission power levels, or controllers.

Important technical information generally includes:

  1. Operating frequency and frequency range.
  2. Transmission power.
  3. Transmitter and receiver.
  4. RF module and antenna.
  5. Channel, bandwidth, and modulation.
  6. Product brand, model, and country of manufacture.

A technical assessment before importation helps determine the applicable Indonesian Technical Standards and DJID/SDPPI Certification process.

Wireless System in a Remote Control Car

In a conventional RC system, the remote controller transmits radio signals to a receiver installed in the car.

When a user operates the controller, radio data is sent to the vehicle. The receiver interprets those commands to control the motor, steering mechanism, speed, or additional features.

The remote controller is therefore an important part of the certification assessment because it generally contains the primary radio transmitter.

Some products may also use two-way communication, meaning that the car itself may contain transmitting functions for telemetry or other data communication.

Operating Frequency

Operating frequency is one of the main technical parameters in a DJID assessment.

Frequency information can normally be found in the product datasheet, remote controller specification, RF module datasheet, user manual, or RF test report.

Relevant information includes the operating frequency, frequency range, channels, bandwidth, and modulation.

Indonesia’s class-license radio-spectrum framework is regulated under Minister of Communication and Informatics Regulation Number 2 of 2023 as amended by Minister of Communication and Digital Regulation Number 2 of 2025, which is currently in force. JDIH Kemkomdigi

The actual operating frequencies of the RC system therefore need to be reviewed against the applicable Indonesian spectrum requirements.

Transmission Power

Transmission power is another important parameter.

Manufacturers may identify it in technical documents as RF output power, maximum transmit power, conducted power, or radiated power.

A low-power remote control car should not automatically be considered exempt from DJID Certification.

Regulation Number 3 of 2024 contains a specific provision for certain equipment with telecommunications features using transmission power below 10 mW and only one identical telecommunications feature. Under defined conditions, one Certificate may cover more than one variant. This provision does not create a general certification exemption for every device operating below 10 mW. JDIH Kemkomdigi

RC Cars and Short Range Devices

Some remote control systems may fall within technical categories related to Short Range Devices or SRD.

Minister of Communication and Informatics Decision Number 260 of 2024 is listed by DJID as the Technical Standard for Short Range Devices. Postel

However, short-range operation does not automatically mean that the equipment is exempt from certification.

The operating frequency, transmission power, RF technology, and overall communication configuration still need to be reviewed against the applicable requirements.

RC Cars with Bluetooth or WiFi

Modern remote control cars may contain more than one wireless technology.

In addition to conventional RF remote control, a product may use Bluetooth for smartphone connectivity or WiFi for applications, onboard cameras, video streaming, or other data functions.

When several radio technologies are present, the assessment should review each function, including its frequency band, transmission power, module, antenna, and intended use.

Bluetooth falls within the Short Range Device framework, while current RLAN/WiFi standards and spectrum requirements include Minister of Communication and Digital Decision Number 12 of 2025. Postel

An RC car using RF, Bluetooth, and WiFi may therefore require a broader technical assessment than a product using only one RF link.

Does the Remote Controller Need to Be Assessed?

Yes. The remote controller normally needs to be included because it contains the transmitter.

Technical information should generally include the controller model, operating frequency, transmission power, RF module, antenna, and supporting datasheet.

When the car and controller are sold together, both should be reviewed as parts of the same wireless communication system.

This is especially important when several controller versions are available for the same vehicle model.

Documents Required for DJID Assessment

Before beginning the certification process, companies should request technical documentation from the manufacturer or supplier.

The main documents normally include:

  1. Photos of the car and controller.
  2. Brand and model.
  3. Product datasheet and user manual.
  4. Controller or RF module datasheet.
  5. Operating frequency and transmission power.
  6. Antenna specifications.
  7. RF test report, if available.

Manufacturer information and country of manufacture should also be confirmed so that the exact product configuration can be identified.

Is a Certified RF Module Sufficient?

Not necessarily.

An existing RF module certificate can be useful supporting documentation, but it does not automatically mean that the complete remote control car does not require an assessment.

Integration of the module into the final product may involve changes to the antenna, output power, firmware, enclosure, or RF configuration.

The assessment should therefore confirm whether the module model, operating frequency, transmission power, antenna, and final implementation match the available technical documentation.

Can Several RC Car Models Use One Certificate?

Possibly, but the decision should be based on technical similarities rather than appearance alone.

Different colors or body designs do not necessarily require different wireless configurations, while visually identical products may sometimes use different RF modules.

Important parameters include the RF module, frequency, transmission power, antenna, wireless functions, country of manufacture, and transmitter/receiver configuration.

Regulation Number 3 of 2024 contains specific provisions that may allow one Certificate to cover more than one variant where all applicable criteria are satisfied. JDIH Kemkomdigi

Model grouping should therefore be assessed before submitting the certification application.

DJID Certification Process for Remote Control Cars

The certification process generally starts with a technical assessment.

The main stages may include:

  1. Review of product documentation.
  2. Assessment of the transmitter, receiver, and RF module.
  3. Review of frequency and transmission power.
  4. Identification of the applicable Technical Standard.
  5. Determination of testing requirements.
  6. Preparation and submission of certification documents.
  7. Certificate issuance after the requirements are fulfilled.

Regulation Number 3 of 2024 provides the current framework for certification of telecommunications equipment and devices and compliance with applicable Technical Standards. JDIH Kemkomdigi

Testing requirements may vary depending on the radio technology and supporting RF reports available for the product.

DJID Certificate Validity

Regulation Number 3 of 2024 states that the Certificate itself does not have an expiration date.

However, the Certificate holder may manufacture, assemble, or import the relevant equipment for trade and/or use in Indonesia for up to three years from the Certificate issuance date. If these activities continue beyond that period, compliance with the Technical Standards must be demonstrated through testing and a new Certificate. JDIH Kemkomdigi

This distinction is important for companies planning long-term importation of the same RC car model.

DJID Labeling for Remote Control Cars

Certified products are also subject to labeling requirements.

The annex to Regulation Number 3 of 2024 specifies a format that includes the Certificate number and PLG ID, QR Code, and warning sign. JDIH Kemkomdigi

Since remote control cars are generally sold together with controllers and retail packaging, labeling requirements should be considered before mass production or commercial shipment.

The exact placement should follow the applicable provisions based on the product and its physical characteristics.

Importance of Assessment Before Importation

Technical assessment should ideally be completed before the remote control cars are shipped to Indonesia.

Two products that look almost identical may use different RF chipsets, frequencies, output power levels, or remote controllers.

A pre-import assessment can help determine certification requirements, applicable Technical Standards, testing requirements, manufacturer documentation, model-grouping possibilities, and labeling obligations.

It can also reduce the risk of inconsistencies between the actual product, module datasheet, RF test report, and DJID/SDPPI Certificate.

DJID Certification and Toy Requirements

DJID Certification and toy product compliance are separate regulatory matters.

DJID/SDPPI Certification relates to telecommunications and wireless communication functions incorporated into the RC car. Toy requirements relate to product safety, quality, and other requirements applicable to the toy category.

DJID Certification therefore does not automatically replace toy safety requirements.

Similarly, compliance with toy standards does not automatically replace telecommunications certification requirements when the product contains RF or other wireless functions.

Conclusion

DJID Certification for remote control cars needs to be assessed based on the technical characteristics of the wireless communication system.

Operating frequency, transmission power, transmitters, receivers, RF modules, antennas, Bluetooth, WiFi, and the final product configuration are important elements of the assessment.

Conducting an assessment before importation helps companies determine DJID/SDPPI Certification, testing, technical documentation, model grouping, and labeling requirements more accurately.
